Deputy Minister, could you highlight the key outcomes of the State visit to Vietnam by the First Secretary and President of Cuba, Miguel Díaz-Canel Bermúdez?
The State visit of the First Secretary and President of Cuba, Miguel Díaz-Canel Bermúdez, to Vietnam holds special significance, taking place at a momentous time during the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam. This is also a time when both countries are looking forward to celebrating the 65th anniversary of the establishment of diplomatic relations (2/12/1960 - 2/12/2025) and the Vietnam-Cuba Friendship Year.
In an atmosphere of sincere trust and special solidarity, the leaders of Vietnam and Cuba exchanged important, substantive discussions with broad strategic orientations, thereby deepening the special friendship between the two countries. It can be affirmed that the visit of the First Secretary and President of Cuba was a great success, achieving substantial results and marking an important milestone that strongly promotes the special friendship and comprehensive cooperation between Vietnam and Cuba, as evidenced by the following:

Firstly, the high-level leaders of both countries demonstrated their high regard and priority for the traditional solidarity, special friendship, and comprehensive cooperation between Vietnam and Cuba, which have been carefully nurtured by President Ho Chi Minh and Leader Fidel Castro, along with generations of leaders from both countries. General Secretary To Lam and Vietnam's high-ranking leaders affirmed that Vietnam always cherishes this precious legacy and is ready to do everything within its capacity to support, assist, and comprehensively cooperate with Cuba.
Secondly, as heads of the two parties, General Secretary To Lam and the First Secretary and President of Cuba reaffirmed that the relationship between the Communist Party of Vietnam and the Communist Party of Cuba is the foundation and strategic orientation for bilateral cooperation. They also emphasized strengthening comprehensive cooperation between the National Assemblies and specialized agencies of the National Assembly, ministries, sectors, localities of both countries, political and social organizations, and promoting people-to-people exchanges.
Thirdly, in terms of economy, trade, and investment, both sides focused on discussing practical and important measures to elevate bilateral cooperation to match the excellent political relations between the two countries, especially in three key areas of cooperation: agriculture, energy, and biotechnology. The high-level leaders of both countries agreed to continue implementing favorable policies for businesses from both countries, establishing joint ventures and partnerships to jointly research and produce each country's strong products.
Fourthly, both sides reached a common understanding of the invaluable legacy of the enduring relationship between the two countries and the importance of continuously strengthening and deepening the relationship between the peoples of the two countries on the occasion of the Vietnam-Cuba Friendship Year 2025. The widespread support from various segments of the Vietnamese people in the "65 Years of Vietnam-Cuba Sentiment" campaign led by the Vietnam Red Cross Society and numerous other exchange and cooperation activities in 2025 is vivid evidence reflecting both the breadth and depth of the strong relationship between the two countries.
Fifthly, on the multilateral front, both sides affirmed their continued cooperation and close coordination at forums where each country is a member, especially the United Nations. Cuba highly appreciates Vietnam's increasing international reputation and supports Vietnam in successfully organizing the signing ceremony of the United Nations Convention on Cybercrime in Hanoi in October 2025, while also announcing the dispatch of a delegation to attend the signing ceremony.

On this occasion, both sides also adopted a high-level Vietnam-Cuba Joint Declaration, marking an important milestone in the relations between the two countries. This declaration not only reflects the close ties between the two nations but also affirms the determination to promote comprehensive cooperation in various fields, emphasizing that the relationship between the Communist Party of Vietnam and the Communist Party of Cuba is the foundation and strategic orientation for bilateral cooperation. The two sides signed five important cooperation documents in areas ensuring food security and rice production, economy and science-technology, healthcare, archiving, and document management. These are crucial foundations for both sides to continue concretizing bilateral cooperation in the future, thereby contributing to consolidating and strengthening the traditional solidarity, special friendship, and comprehensive cooperation between Vietnam and Cuba, developing substantively and sustainably in the new phase, for the benefit of the peoples of both countries, for socialism, for peace, cooperation, and development in each region and the world.
With the significant outcomes achieved, could you specify the concrete measures to implement the agreements and signings between the two countries in the near future?
With 16 activities in less than three days, the visit of the First Secretary and President of Cuba to Vietnam has opened up many new directions and focal points for cooperation in the special friendship and comprehensive cooperation between Vietnam and Cuba. The most important issue is that agencies, organizations, and localities of both countries must focus on concretizing the outcomes of the visit and effectively implementing the high-level agreements reached, bringing cooperation to a deeper and more effective level across all channels and fields, specifically:
Regarding political-diplomatic relations, to deepen political trust and the excellent relationship between the two parties and countries, creating a foundation and strategic orientation for bilateral relations in all fields, I believe both countries need to: (i) continue promoting exchanges and contacts between high-level leaders of both countries during the "Vietnam-Cuba Friendship Year 2025"; (ii) enhance party channel cooperation programs and content between the two sides in 2025 and subsequent years, including increased exchanges and sharing of experiences and theories on building socialism and party building; (iii) closely coordinate, urge, and support the effective implementation of cooperation agreements between the two parties, between ministries, sectors, and localities of both countries. Simultaneously, review and evaluate cooperation mechanisms between the ministries and sectors of both countries to propose to competent authorities new methods and forms of cooperation, based on practicality, effectiveness, focus, and priority.
In economic, trade, and investment cooperation, it is necessary to continue focusing on directing and implementing signed economic cooperation agreements, prioritizing three key areas of cooperation: agriculture, energy, and biotechnology-pharmaceuticals. Both sides need to promptly negotiate and sign a medium-term agenda for Vietnam-Cuba economic, trade, and scientific-technical cooperation; propose suitable joint venture and partnership forms between businesses of both countries, based on the strengths and actual situation of each country, while seeking opportunities to expand cooperation in other potential areas.
In people-to-people exchanges and other areas of cooperation, Vietnam and Cuba need to continue enhancing people-to-people exchanges, cultural, educational, and tourism promotion activities, as well as cooperation between localities of the two countries, especially on the 65th anniversary of the establishment of Vietnam-Cuba diplomatic relations, "Vietnam-Cuba Friendship Year 2025". At the same time, strengthen information and communication about the significance and importance of the traditional solidarity, special friendship, and comprehensive cooperation between Vietnam and Cuba; focus on nurturing and educating the younger generations of both countries to always cherish, preserve, and further develop the special, exemplary, and loyal relationship between the two peoples.
Based on the traditional solidarity, special friendship, and comprehensive cooperation between the two countries, along with the attention of the leaders of both countries, the efforts of ministries, sectors, localities, and businesses on both sides, we can be confident that Vietnam-Cuba relations will continue to develop deeply and substantively, contributing to the construction and defense of each country's homeland, for peace, stability, cooperation, and development in both regions and the world.
