The event was attended by representatives from various Vietnamese ministries and government agencies, the Vietnam Union of Friendship Organizations, the Vietnam–Russia Friendship Association, as well as ambassadors and representatives from foreign diplomatic missions in Vietnam.
In his opening speech at the ceremony, Russian Ambassador to Vietnam Bezdetko Gennady Stepanovich emphasized the significance of the Victory in the Great Patriotic War by the Soviet people 80 years ago. Ambassador Bezdetko highlighted that the Great Patriotic War—as it was known in the former Soviet Union and is still called in Russia today—was the most brutal and bloody war in human history, which decided the outcome of the Second World War.
In order to achieve victory, the Soviet Union made extraordinary efforts and paid an unprecedented price with immense material losses, the destruction of numerous cities and villages, and the sacrifice of over 27 million Soviet citizens. “For us,” the Ambassador said, “May 9 will forever remain a special, sacred date. Victory Day is truly a holiday "with tears in the eyes."

The Ambassador also honored the memory of the Vietnamese internationalists who sacrificed their lives in the battle to defend Moscow. “We also remember that in the summer and autumn of 1941, during the Battle of Moscow, Vietnamese internationalist soldiers fought in the ranks of the Red Army, five of whom were posthumously awarded the Order of the Patriotic War of the First Degree for their courage and bravery.”
Ambassador Bezdetko emphasized the outcome of the crushing defeat of Nazi Germany and its allies, with the decisive role of the Soviet Union, held truly epochal significance for many nations and peoples around the world. It fundamentally reshaped the global political landscape and laid the foundation for the contemporary world order.

At the ceremony, on behalf of the leaders of the Party, State and people of Vietnam, Deputy Prime Minister Tran Hong Ha extended hearfelt congratulations to Russia on the 80th anniversary of the victory in the Great Patriotic War. Deputy Minister Ha and other participants commemorated millions of soldiers and Soviet people who sacrificed their lives to create the immortal heroic epic, defeat fascism, paving the way for a new era of development, peace, and prosperity for all humanity.
The Deputy Prime Ministe described May 9, 1945 as the great victory of the Soviet people and peace-loving forces around the world, and the one of conscience and dignity. The power of the times originating from the victory strongly encouraged the Vietnamese people, under the leadership of the Communist Party of Vietnam and President Ho Chi Minh, to win the August Revolution in 1945 and give birth to the Democratic Republic of Vietnam on September 2, 1945.

The Deputy Prime Minister said that Vietnam always remembers the great support of the State and people of the Soviet Union and Russia during the resistance wars as well as the cause of national construction and defence.
He called the noble international spirit a bright, eternal symbol of the loyal and steadfast friendship between the two peoples of Vietnam and Russia, a relationship that has been forged through the challenges of history and continues to be nurtured in peace today.
He added that as a nation that has gone through many struggles against invaders, with countless sacrifices, losses and pains, Vietnam, more than anyone else, deeply understands the value of peace, independence and freedom. Vietnam always cherishes the spirit of international solidarity, firmly follows the path of peaceful and neutral diplomacy, and remains a friend and trusted partner of all countries in the world, including traditional friends such as the former Soviet Union and Russia today.

Vietnam always attaches special importance to the cooperative relationship with Russia, considering it a shared and invaluable asset of the two countries and peoples, the Deputy Prime Minister underscored.
On that basis, the Comprehensive Strategic Partnership with Russia will be increasingly consolidated and developed across key areas of economy- trade, defence - security, energy, education - training, science - technology, tourism and people-to-people exchange, Deputy Prime Minister Ha said.
Notably, Party General Secretary To Lam's upcoming official visit to Russia and attendance at the 80th anniversary of the Great Patriotic War Victory will strengthen political trust and identify new directions to bring the traditional friendship and the Comprehensive Strategic Partnership to new heights, the Deputy Prime Minister emphasized.
Deputy Prime Minister Ha expressed his hope that given the solid political foundation, mutual confidence, faithful amity, and a vision and determination by the Leaders and Peoples of the two countries, Vietnam and the Russian Federation shall continue to accompany each other, overcome all challenges of our era, and together pen new chapters in the annals of our bilateral ties. "In this way shall our two countries move forward, shoulder to shoulder, along the path of development and prosperity in the new era, and make more important contributions to peace, friendship, and cooperation both regional and global."
