On the morning of October 9, the Hanoi Union of Friendship Organizations (Hanoi Union) held a conference to communicate and implement Directive 45 by the Standing Committee of the Hanoi Party Committee on enhancing the capital's people-to-people diplomacy until 2030, with a vision to 2045.

More than 100 delegates, including members of the Standing Committee, Executive Committee of the Hanoi Union, friendship associations and member organizations, the Advisory Council for People-to-people Diplomacy of the Capital, and representatives from several communes and wards, attended the event.

At the Conference, Associate Professor Dr. Nguyen Viet Thao, a member of the Standing Committee of the Presidium of the Vietnam Union of Friendship Organizations and former Deputy Director of the Ho Chi Minh National Academy of Politics, introduced the contents of Directive 45.

“This pioneering step is a crucial condition to elevate the capital's people's diplomacy as a model for the whole country,” Associate Professor Dr. Nguyen Viet Thao stated.

The Directive clearly states that alongside the continued development of programs in political, cultural, and social fields, there is a need to enhance people's diplomacy activities in science and technology, innovation, and digital transformation. The capital, with its advantage as a hub for leading scientists and its connections with a diverse network of academic, technical, and technological institutions worldwide, is particularly well-positioned to strengthen this focus.

It also emphasizes the importance of diversifying models and forms of implementing people's diplomacy activities in the capital, as well as ensuring the necessary conditions, resources, and mechanisms to carry out activities that meet the demands of the new situation.

Highlighting that Hanoi is the first locality in the country to issue a Party Committee Directive on people's diplomacy since the Secretariat issued Directive No. 12 on strengthening the Party's leadership and enhancing the effectiveness of people's diplomacy in the new situation, Chairman of the Hanoi Union of Friendship Organizations Nguyen Ngoc Ky noted that the capital's people's diplomacy activities have been receiving significant attention and close guidance from the Party Committee, People's Council, People's Committee, and various departments and agencies.

On this basis, the Chairman of the Hanoi Union urged the cadre involved in people-to-people diplomacy from the city to grassroots levels to deeply understand the contents of Directive 45; to widely disseminate it among members and all sectors of the capital's populace, fostering a profound transformation in the role, awareness, position, and importance of people's diplomacy.

Nguyen Ngoc Ky also called on friendship associations and member organizations to better implement the motto “proactive, flexible, creative, effective”, directing activities towards the grassroots, diversifying activities, and simultaneously enhancing and creating increasingly rich and extensive diplomatic connections, thereby strengthening Hanoi's people-to-people diplomacy to significantly contribute to modern diplomacy and the sustainable development goals of the capital.
