The Russian delegation included Deputy Chief of the Government Office E. Tagirov, Deputy Minister of Energy R. Mashavin, Deputy Director General of the State Atomic Energy Corporation Rosatom N. Spasskiy, and representatives from the Ministry of Foreign Affairs and the Ministry of Economic Development of the Russian Federation. Both sides discussed measures to deepen and enhance the comprehensive strategic partnership between Vietnam and Russia.
Deputy Prime Minister D. Chernyshenko extended congratulations to the Communist Party of Vietnam for successfully organizing the 14th National Party Congress, expressing confidence that Vietnam will achieve the major tasks set forth at the Congress. He affirmed that these are also the guidelines for the activities of the Russia-Vietnam Intergovernmental Committee on Economic, Trade, and Scientific-Technical Cooperation in the coming period.
The implementation of joint plans and projects within the framework of the Russia-Vietnam Inter-governmental Committee will ensure the successful achievement of the goals set by Vietnam at the Congress, including GDP growth and aligning bilateral trade turnover with the political cooperation potential between the two countries.
Deputy Prime Minister Chernyshenko highlighted key areas for boosting cooperation with Vietnam, including energy, oil and gas, finance – banking, and education – training. He noted that tourism cooperation is currently a highlight in bilateral relations, with Vietnam being one of the popular vacation destinations for Russians.
The number of Russian tourists visiting Vietnam in 2025 increased by 197% compared to 2024, with Russia rising to the fifth position among countries with the highest number of tourists visiting Vietnam.

Ambassador Dang Minh Khoi expressed agreement with the Russian Deputy Prime Minister's views on promoting bilateral cooperation, emphasizing the positive development of the comprehensive strategic partnership between Vietnam and Russia across all fields. He discussed measures to enhance cooperation between the two countries in politics, energy, oil and gas, science, education, culture, humanities, sports, tourism, and more.
In the tourism sector, Ambassador Dang Minh Khoi noted that not only has the number of Russian tourists to Vietnam increased, but the number of Vietnamese tourists to Russia has also surged in 2025. He suggested that the Russian Government and Vietnam consider signing an intergovernmental agreement on visa exemption for Vietnamese tourists visiting Russia in groups.
