In her interview with The World and Viet Nam Report, Deputy Minister of Foreign Affairs Nguyen Minh Hang expresses her hope that the P4G Summit 2025 hosted by Vietnam will contribute to raising awareness among the international community about climate action, particularly in terms of adopting a people-centered approach in the shaping of a green future. In addition, this Summit can also provide an opportunity to exchange experience, resources, and initiatives in service of sustainable development and green growth around the globe.

Vietnam is the host country for the 4th P4G Summit. Could you tell us more about the purposes and contributions of P4G, as well as Vietnam’s role and participation in this arrangement?
Partnership for Green Growth and the Global Goals 2030, also known as P4G, was established in 2017 at the proposal of Denmark, with the participation of 08 other countries, including Vietnam, the Republic of Korea, Ethiopia, Kenya, Colombia, the Netherlands, Indonesia, and South Africa, as well as 05 partnering organizations, consisting of the World Resources Institute (WRI), the Global Green Growth Institute (GGGI), the C40 Cities, the World Economic Forum (WEF), and the International Finance Corporation (IFC).

P4G aims to connect governments with businesses and social organizations to bolster public-private partnership in a number of key areas, such as reduction of food loss and waste, smart agriculture, renewable energy, clean water, and non-emission transportation. Notably, P4G has provided financial and technical support to micro and small enterprises and start-ups in climate action. During phase 1 (2017 - 2022), P4G has invested 28 million USD into micro and small enterprises, and P4G’s total sponsorship for phase 2 (2023 - 2027) is worth over 35 million USD.
The primary focuses for P4G entail micro and small enterprises and start-ups, often considered "new resources” whose potential has not been fully harnessed. Therefore, the core values of P4G go beyond just financial and technical support. Rather, it serves as a catalyst to forge stronger connections, tap into novel ideas and initiatives, and enhance substantive and long-term partnerships and cooperation.
To date, there have been three P4G Summits hosted in Denmark (2018), the Republic of Korea (2021), and Colombia (2023) to reinforce high-level political commitments towards the implementation of the Paris Agreement and the 2030 Sustainable Development Goals (SDGs). Through these Summits, it is evident that no country can embark on or reap successes from the journey of green growth and sustainable development on their own. Only through international cooperation can they manage to tread this arduous path. Through collaboration, countries worldwide can learn from each other and make the most of collective resources to together fulfil sustainable development goals.

Vietnam is among the founding members of P4G, and one of its key partners. We have proactively engaged with other members in high responsibility to promote the Forum’s agendas, visions, and mandates, and put in place cooperation projects and programs under P4G to mobilize invaluable resources for socio-economic development, green growth, and green transition in Vietnam. P4G can also offer support through partnership programs under the government - non-profit organization - start-up model, thereby providing solutions to boost green growth and climate action in Vietnam.
Since 2018, through its various mechanisms, P4G has assisted the implementation of 08 projects for Vietnamese start-ups worth around 2.8 million USD, focusing on such fields as energy transition, green transportation, and greening of food and agriculture value chains.
Vietnam has chosen the theme “Sustainable and People-Centered Green Transition” for the 4th P4G Summit. Could you explain the meaning of this theme, and the significance of the Summit as a whole?
The P4G Hanoi Summit 2025 is the first multilateral event on green transition, green growth, and sustainable development that Vietnam is hosting. It welcomes the participation of 09 P4G members, as well as a large audience from more than 30 nations and international organizations. This reflects the importance of further strengthening international cooperation to address global challenges for the cause of shared sustainable development and prosperity.
The organization of this Summit bears great importance, for it not only demonstrates Vietnam’s active engagement with and responsible contributions to joint efforts worldwide against global hurdles, but also helps mobilize invaluable external resources for the country’s socio-economic development.

The world today is facing unprecedented obstacles, including climate changes, natural disasters, diseases, and various socio-economic crises. Green transition, green growth, and sustainable development have become inevitable trends, and have been considered strategic priorities for most countries, and key items of cooperation under many multilateral arrangements. Vietnam’s designated theme for this Summit underscores green and sustainable growth, as a testament to its strong commitment, active efforts, and high responsibility in fulfilling sustainable development goals, promoting green growth, responding to climate change, and reducing emissions.
At the same time, the Party and State of Vietnam have always identified “the people as the heart, the actor, the driver, and the goal of development”, and affirmed the policy of “not sacrificing social progress and equality and the environment for mere economic gains.” Green growth needs to contribute to simultaneously restructuring the economy and shifting to another growth model, so as to achieve economic prosperity, environmental sustainability, and social equality. As such, the theme “Sustainable and People-Centered Green Transition” is the harmonious culmination of the guidelines and orientations of the Party and State of Viet Nam and the common trends of the time, and the manifestation of Viet Nam’s role as an active and responsible member of the international community.
Moreover, this P4G Summit provides an opportunity for Vietnam to uphold its strong pledges to implement the UN’s sustainable development goals, and its resolve to work with the international community in expediting green and sustainable growth strategies at the national, regional, and global levels. The organization of this Summit also serves to realize the foreign affairs guidelines of the Party and State of Vietnam, thereby further deepening Vietnam’s relations with its partners, and elevating the country’s standing under multilateral arrangements. Such endeavors will prove conducive to Vietnam’s mobilization of external resources for growth, particularly regarding climate change response, green transition, digital transformation, science, technology, and innovation.
Through this Summit, we wish to convey to the world the message of a determined Vietnam that is actively shifting to a different growth model and accelerating rapid and sustainable development. We will also showcase Vietnam’s past achievements, vast potential for robust economic growth, unique cultural values, and warm hospitality, as well as the unwavering resolve of its people.

Given such significance, what positive outcomes can we expect from this Summit?
Building upon the previous P4G Summits in Denmark, the Republic of Korea, and Colombia, the 4th P4G Summit in Vietnam will allow its member countries, international organizations, and guests to share important lessons, success stories, and innovative initiatives, thus laying the groundwork to bolster collaboration and seek practical means to implement sustainable development goals and promote green transition.
Tentatively, the Summit will adopt two documents, including the “Hanoi Declaration on Sustainable and People-Centered Green Transition” and the “P4G Statement on Enhancing P4G Cooperation with Multilateral Organizations and Mechanisms on Green Transition and Sustainable Development.” These documents underscore green transition as an inevitable trend in fulfilling sustainable development goals through reducing emissions, harnessing renewable energy, and utilizing circular economic models. They also emphasize the role of technology and innovation, as well as the contributions of medium, small, and micro enterprises (MSMEs) and start-ups in the green transition process. This process requires global cooperation among governments, enterprises, and the international community, particularly multilateral mechanisms, to ensure that no one is left behind.
Moreover, through matching activities between businesses and investors and the policy dialogue between enterprises and leaders, we very much hope that meaningful cooperative plans will be signed among relevant stakeholders. These will be substantive contributors to the overall success of the Summit and the process of sustainable green transition that we are together fostering.
Through discussions with Vietnam, a number of credit organizations and international sponsors have made important financial pledges towards green growth, sustainable development, and climate action projects in Vietnam, which will be officially announced at the Summit.
Please elaborate on Vietnam’s preparations for a successful Summit as planned?
It is expected that around 1,000 international delegates from more than 40 countries and international organizations, including P4G members and partners, guests, governing bodies for green growth from P4G members, investment funds, research institutes, scholars, businesses, and diplomatic corps, will attend the event in person or virtually.
Given the stature and importance of the Summit, preparation efforts have been closely monitored and instructed, and conducted from very early on, with the active and responsible participation of numerous Ministries, agencies, and Hanoi’s relevant authorities to ensure the thorough success of the Summit, thereby garnering the interest and participation sfrom the international community and showcasing Vietnam’s hospitality and distinctive hallmarks.
Protocol, communication, and cultural matters have also been paid due attention to and implemented in a meticulous and courteous manner, in ways that ensure safety, cost-effectiveness, and efficiency. Such efforts will enhance Vietnam’s credibility when it comes to hosting major international events in accordance with international regulations, rules, and norms.
Furthermore, Vietnam will be able to establish its position among international friends as a country undergoing robust reforms, with a rich cultural tapestry, a steadfast resolve in changing its growth model, and a fervent aspiration to bolster its cooperation with the world to together tackle global challenges.
