33rd Diplomatic Conference: NA Chairman Tran Thanh Man works with Heads of Vietnamese Representative Missions abroad
WVR - On August 4, 2026, at the National Assembly House, National Assembly Chairman Tran Thanh Man held a working session with the delegation of the Ministry of Foreign Affairs and the Ambassadors, Heads of Vietnamese Representative Missions abroad on the occasion of their return to attend the 33rd Diplomatic Conference.

Also in attendance were leaders of the National Assembly, leaders of the National Assembly's Committee for National Defence, Security and Foreign Affairs, representatives of the Committee for Ethnic Council, and various committees of the National Assembly.
The delegation from the Ministry of Foreign Affairs was led by Politburo Member and Minister of Foreign Affairs Le Hoai Trung, and included leaders of the Ministry, Ambassadors, Heads of Vietnamese Representative Missions abroad, and leaders of various units within the Ministry of Foreign Affairs.
In his remarks at the session, Foreign Minister Le Hoai Trung expressed his gratitude to the National Assembly Chairman for taking the time to meet, direct, and assign tasks to the Ambassadors and Heads of Representative Missions; he also thanked the National Assembly, the Standing Committee of the National Assembly, the National Assembly Chairman, and the Vice Chairpersons of the National Assembly for their close attention to foreign affairs, international integration, and parliamentary diplomacy.

The Minister affirmed that the Ministry of Foreign Affairs and all its officials and staff are deeply aware of the National Assembly's position and role in the nation's revolutionary history and its significant contributions to comprehensive, modern, and professional diplomacy.
The regular and close guidance from the National Assembly, the National Assembly Chairman, and the Vice Chairpersons has provided crucial conditions for the Foreign Affairs sector to effectively implement its tasks, gradually perfecting the institutional framework, regimes, and policies for diplomatic personnel.
Reporting on the 33rd Diplomatic Conference, the Foreign Minister stated that based on the directives of the 14th Party Congress resolutions, State policies, and the guidance of key leaders, the Conference focused on clarifying new characteristics and trends in the global and regional situation; forecasting global movements; identifying opportunities and challenges for the country; and specifying the role and tasks of foreign affairs in expanding development space, mobilizing external resources, and serving the country's strategic development goals.
Alongside foreign affairs tasks, party building and sector development have been simultaneously strengthened; the organizational structure continues to be streamlined, effective, and efficient with 24 domestic units and 99 representative missions abroad; personnel work, training, development, and rotation are linked with the requirement to build a resilient, professional, and modern team.
During the session, the Ambassadors and Heads of Representative Missions reported on major developments and emerging issues in their areas; shared experiences in leveraging the pioneering role of parliamentary diplomacy to strengthen political trust, restore and deepen relationships during challenging times, institutionalize high-level outcomes, and promote substantive cooperation.
Suggestions were made to enhance connections with parliamentary leaders, specialized committees, and friendship parliamentary groups; expand legislative cooperation, oversight, and exchanges in new fields such as science and technology, artificial intelligence, semiconductors, and labour; pay more attention to citizen protection, support for the Vietnamese community, address difficulties for businesses, ensure security and safety in complex areas, and have appropriate policies and resources for challenging regions.

In his directive speech, National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the Ministry of Foreign Affairs for organizing the 33rd Diplomatic Conference with many practical activities; he emphasized the participation and directive speeches of General Secretary, State President To Lam, Prime Minister Le Minh Hung, and other leaders, reflecting the Party and State's special attention to foreign affairs.
The National Assembly Chairman affirmed that the National Assembly always accompanies and supports the Foreign Affairs sector, proactively perfecting the legal framework on foreign affairs, international treaties, international agreements, and the operations of representative offices; paying attention to the regimes, policies, and working conditions of officials working abroad.
The National Assembly Chairman confirmed that the Foreign Affairs sector and representative missions have made significant contributions to the country's overall achievements. Recently, foreign affairs activities have been extremely vibrant, with a significant increase in the number of high-level foreign delegations visiting and working in Vietnam, as well as Vietnamese leaders visiting and working abroad.
Foreign affairs continue to contribute to expanding and elevating the country's international relations; to date, Vietnam has established diplomatic relations with 194 countries, building comprehensive partnership frameworks, strategic partnerships, and comprehensive strategic partnerships with many important partners, including all five permanent members of the United Nations Security Council; thereby strengthening political trust, expanding cooperation, and deepening international integration.
On behalf of the Party, State, and National Assembly leadership, the National Assembly Chairman respectfully acknowledged and warmly praised the contributions of the Foreign Affairs sector, Ambassadors, and Heads of Representative Missions to the nation's construction and development and the successes of Party diplomacy, State diplomacy, National Assembly diplomacy, and people-to-people diplomacy.
Regarding future tasks, the National Assembly Chairman urged the entire sector to fully grasp the spirit of the 14th Party Congress Resolution, Resolution No. 06-NQ/TW, and the Party's resolutions and directives on foreign affairs; continue to elevate and expand relations, promote economic diplomacy, pioneer in attracting resources and new generation capital flows, enhance the effectiveness of multilateral diplomacy and international reputation, and actively contribute to national development.
The National Assembly Chairman requested the Ministry of Foreign Affairs to coordinate with National Assembly bodies to review laws related to foreign affairs, treaties, and international agreements, promptly propose amendments and supplements, ensure that institutions keep pace with the new situation, unblock bottlenecks, and create a favourable legal corridor for international integration and the operations of representative offices.
For parliamentary diplomacy, the National Assembly Chairman called for continued promotion of its role in international and regional parliamentary forums such as IPU, AIPA; strengthening legislative cooperation, supreme oversight, and experience exchange between National Assembly bodies, young parliamentarians, and female parliamentarians. The coordination mechanism between the Ministry of Foreign Affairs, the National Defense, Security and Foreign Affairs Committee, and the National Assembly Office must operate substantively and effectively.

The National Assembly Chairman urged the Heads of Representative Missions to firmly grasp parliamentary situations, build relationships with parliamentary leaders, specialized committees, political parties, and influential parliamentarians; connect National Assembly leadership delegations, the Ethnic Council, and National Assembly committees with local partners; promptly propose issues that can be promoted through parliamentary channels; monitor and promote the implementation of commitments and agreements. The National Assembly and its leadership will continue to pay attention, accompany, and create conditions for representative offices to fulfill their entrusted responsibilities.
On behalf of the Ministry of Foreign Affairs and the Heads of Representative Missions, Foreign Minister Le Hoai Trung expressed gratitude for the attention, support, and detailed guidance from the National Assembly Chairman; he affirmed that the Ministry of Foreign Affairs will concretize the directives into action programs, tasks, products, and clear deadlines; continue to enhance coordination quality with National Assembly bodies, promote the role of representative offices, and make practical contributions to National Assembly foreign affairs in the new phase.
