16th National Assembly’s first session: Lawmakers decide on key legislative and national development issues

Continuing the program of the first session of the 16th National Assembly, the second phase takes place from April 20. The National Assembly will provide opinions on many important matters and vote on laws that have been discussed by National Assembly deputies in groups and in the plenary hall during the first working week of the session. It is expected that on April 23, the National Assembly will hold the closing session and vote to pass the Resolution of the First Session, 16th National Assembly.

Reviewing breakthrough policies, deciding on key issues

According to the program, the second phase of the first session of the 16th National Assembly will take place from April 20 to April 23, providing opinions on the following: the draft Resolution of the National Assembly on some breakthrough mechanisms and policies for the development of Vietnamese culture; the draft Resolution of the National Assembly on piloting the public attorney system;

the draft Resolution of the National Assembly on establishing Dong Nai City under central authority; the draft Resolution of the National Assembly on special mechanisms and policies to address legal violations regarding land by organizations and individuals occurring before the Land Law 2024 takes effect and solutions to continue resolving difficulties and obstacles for lingering projects.

The National Assembly will also provide additional evaluations on the results of the socio-economic development plan and state budget implementation for 2025; the situation of socio-economic development and state budget implementation in the early months of 2026; the 5-year socio-economic development plan for 2026-2030; the 2025 practice of thrift and anti-waste; the medium-term public investment plan for 2026-2030; the national 5-year financial plan for 2026-2030; the plan for public debt borrowing and repayment for 2026-2030…

The National Assembly will proceed to vote on laws that National Assembly deputies have discussed in groups and in the plenary hall during the first working week of the first session of the 16th National Assembly, such as: the revised Law on Access to Information; the revised Capital Law; the revised Civil Status Law; the Law amending and supplementing several articles of the Law on Notarization; the Law amending and supplementing several articles of the Law on Legal Aid;

the Law amending and supplementing several articles of the Law on Emulation and Commendation; the revised Law on Belief and Religion; the Resolution of the National Assembly on coordination mechanisms and special policies to enhance the effectiveness of international investment dispute prevention and resolution; the Law amending and supplementing several articles of the Law on Representative Offices of the Socialist Republic of Vietnam Abroad.

In this second phase, the National Assembly will also vote on resolutions: the Resolution on approving the final accounts of the state budget for 2024; the Resolution on the 5-year socio-economic development plan for 2026-2030; the Resolution on the national 5-year financial plan for 2026-2030, the plan for public debt borrowing and repayment for 2026-2030; the Resolution on the medium-term public investment plan for 2026-2030; the Resolution on the National Assembly's supervision program for 2027;

the Resolution on establishing a specialized supervisory delegation of the National Assembly for 2027; the Resolution of the National Assembly on some breakthrough mechanisms and policies for the development of Vietnamese culture; the Resolution of the National Assembly on piloting the public attorney system; the Resolution on establishing Dong Nai City under central authority; the Resolution of the National Assembly on special mechanisms and policies to address legal violations regarding land by organizations and individuals occurring before the Land Law 2024 takes effect and solutions to continue resolving difficulties and obstacles for lingering projects.

It is expected that on April 23, the National Assembly will hold the closing session and vote to pass the Resolution of the First Session, 16th National Assembly.

Consolidating high-level personnel and planning strategy for the entire term

Previously, at 8 a.m. on April 6, the Opening Session of the First Session, 16th National Assembly solemnly took place, marking a significant political event aimed at consolidating the state apparatus and setting out many development orientations for the country in the 2026-2031 period.

From April 6 to April 8, with urgency, seriousness, and responsibility, the First Session, 16th National Assembly completed personnel work. The National Assembly elected and approved key leadership positions in accordance with the Constitution and the law. This was the central content of the session, significantly impacting the quality and effectiveness of the state apparatus throughout the term.

The 16th National Assembly passed the Resolution electing To Lam, General Secretary of the 14th Central Committee of the Communist Party of Vietnam and a deputy of the 16th National Assembly, as President for the 2026-2031 term; passed the Resolution electing Tran Thanh Man, Politburo member and Chairman of the 15th National Assembly, to continue as Chairman of the National Assembly of the Socialist Republic of Vietnam for the 16th term; passed the Resolution electing Le Minh Hung, Politburo member and Party Central Committee Secretary, as Prime Minister; passed the Resolution electing Vo Thi Anh Xuan as Vice President, Nguyen Van Quang as Chief Justice of the Supreme People's Court, and Nguyen Huy Tien as Head of the Supreme People's Procuracy.

In the first phase of the session, the 16th National Assembly consolidated the National Assembly and Government apparatus. The National Assembly passed the Resolution electing six Vice Chairpersons of the National Assembly, including: Do Van Chien, Nguyen Khac Dinh, Nguyen Thi Thanh, Nguyen Hong Dien, Nguyen Doan Anh, and Nguyen Thi Hong; elected 11 members of the Standing Committee of the National Assembly; passed the resolution electing the Chairman of the Ethnic Council, the committees of the National Assembly, and the State Auditor General. Thus, the 16th National Assembly Standing Committee consists of 18 members.

The National Assembly also discussed and voted to pass resolutions approving the appointment of six Deputy Prime Ministers for the 2026-2031 term, including: General Phan Van Giang (also Minister of National Defense); Pham Gia Tuc; Pham Thi Thanh Tra; Nguyen Van Thang; Ho Quoc Dung; and Le Tien Chau.

In just 2.5 days of the first working week of the First Session, the 16th National Assembly completed the process of consolidating high-level leadership positions of the Central State apparatus. This is a crucial, key event aimed at establishing a stable, consistent, and effectively operating governance system from the very beginning of the new term.

Immediately after consolidating the apparatus, the First Session, 16th National Assembly performed its legislative function and decided on important issues. The National Assembly reviewed and discussed many significant law projects directly impacting the socio-economic life and the rights and obligations of citizens, such as: the revised Capital Law project; international investment dispute resolution; the law project amending and supplementing several articles of the Law on Emulation and Commendation; the Law on Belief and Religion; the revised Civil Status Law; the law amending and supplementing several articles of the Law on Notarization; the Law on Legal Aid; and the revised Law on Access to Information...
