Vietnam re-elected to UNCITRAL: Strengthening position and reputation

On November 20, at the 79th session of the United Nations General Assembly, Vietnam was elected as a member of the United Nations Commission on International Trade Law (UNCITRAL) for the 2025-2031 tenure with a high number of votes. This is Vietnam's second term as a member of UNCITRAL, following the first term of 2019-2025.

On this occasion, the World and Vietnam Report has an interview with Deputy Prime Minister and Minister of Foreign Affairs Son.

Could you please explain the significance of Vietnam being elected as a member of UNCITRAL for the second consecutive time?

Before the election, Vietnam received support from the Asia-Pacific Group as one of its eight candidates. On November 20, 2024, in the election at the United Nations General Assembly, Vietnam received a high number of votes and was re-elected as a member of UNCITRAL for the 2025-2031 term. This second consecutive term holds significant meaning in many aspects.

Firstly, it continues to affirm the policy of our Party and State in promoting and elevating multilateral diplomacy, proactively and actively participating in shaping the global governance framework.

Secondly, the election results reflect the international community's recognition of Vietnam's socio-economic development achievements in its Renovation and comprehensive and extensive international integration, as well as its active contributions at UNCITRAL in recent times. This demonstrates Vietnam's continuously strengthened and enhanced position and reputation on the international stage.

Thirdly, becoming a member of UNCITRAL allows Vietnam to directly participate in proposing, discussing, negotiating, and shaping international trade law rules from the outset, ensuring highest national interests and contributing to building consensus among members. Thereby, this outcome is actively conveying the message to international partners and foreign investors about the image of Vietnam as a safe and attractive investment and business environment.

Could you please share some of Vietnam's achievements at UNCITRAL in recent times and the direction for participation and contributions to UNCITRAL in the next term?

During Vietnam's term at UNCITRAL 2019-2025, the world and the region experienced many complex and unpredictable changes, especially the outbreak of the COVID-19 pandemic. In this context, based on thoroughly implementing the policy of elevating multilateral diplomacy, we have overcome difficulties and challenges to achieve a term with many significant milestones.

Vietnam has actively participated in topics such as reforming state-investor conflicts resolution methods, commercial arbitration, bankruptcy law, logistics, automatic contracts, etc.

Vietnamese representatives have served as rapporteurs on the topic of international commercial arbitration law, a subject of great interest to developing member countries.

Vietnam's contributions have been recognized and highly appreciated by other countries.

In recent times, Vietnam has also strengthened its cooperative relations with many UNCITRAL member countries, aiming for the common goal of the United Nations. Vietnam has established and leveraged technical support and cooperative relationships with the UNCITRAL Secretariat to create a cooperation framework for training personnel in international trade and introducing and disseminating model laws and international conventions adopted by the United Nations.

These achievements have contributed to the overall success of foreign affairs, helping to establish the country's international position and prestige. At the same time, they serve as an important foundation and a requirement to further enhance Vietnam's role and contributions in the next term, in line with the orientation, policies and directives of the 13th National Party Congress and Directive No. 25 of the Party Secretariat on strengthening and elevating multilateral diplomacy. This will help better protect Vietnam's interests in the process of shaping international rules and contribute to unlocking resources for national development in the new era.

In the coming time, Vietnam will continue to promote its spirit of responsibility, actively and proactively contributing to the discussion, negotiation and development of UNCITRAL documents in important areas, especially those of interest to Vietnam and developing countries such as reforming state-investor conflicts resolution methods, commercial arbitration, logistics and emerging issues such as the digital economy and climate change, etc. to harmonize and modernize international trade laws.

Vietnam will strengthen efforts to seek technical assistance from the United Nations in training international legal personnel, providing information and disseminating good practices and norms on international trade in order to contribute to the process of building and perfecting domestic trade laws to meet development requirements in the new period.
