The forum focused on discussing new requirements for leadership capacity, organizational governance, and policy implementation to support the effective operation of the two-tier local government model.

At the forum, Vietnamese experts and officials, along with representatives from the Australian Public Service Commission and the Australian Services Agency, exchanged practical experiences in organizing and operating the public sector. Australian speakers introduced experiences in building a professional and efficient public service, promoting organizational culture, enhancing execution capacity, and improving the operational efficiency of state agencies.

A key topic of interest to delegates was building a leadership team in the public sector with the skills, capacity, and qualities necessary to improve service delivery quality, meet public expectations, and strengthen public trust. This is also a requirement in the process of institutional and organizational reform.

Ms. Naomi Cook, Acting Deputy Ambassador of Australia to Vietnam, stated that Australia is ready to share experiences in leadership capacity development and institutional connectivity, thereby supporting Vietnam in enhancing governance and public sector operations.

According to Ms. Naomi Cook, public sector reform is an ongoing process as public expectations, technology, and society continuously evolve. Australia is also continually learning from its partners in this process.

The forum is a key initiative of the Vietnam-Australia Centre (VAC), supported by the Australian Embassy in Vietnam and the Ho Chi Minh National Academy of Politics. Since 2023, the forum has become a platform for leaders and policymakers from both countries to exchange practical solutions to common governance challenges, while also promoting cooperation within the framework of the Vietnam-Australia Comprehensive Strategic Partnership.
