In the context of the rapidly evolving, complicated and unpredictable Covid-19 pandemic which has had far-reaching effects on the stability and sustainable development of all countries, international cooperation needs to be promoted strongly and substantively. This point was highlighted at the High-Level Week of the 76th United Nations General Assembly (UN General Assembly 76), which took place in the last week of September.

The high-ranking Vietnamese delegation led by State President Nguyen Xuan Phuc attended the High-Level General Discussion session of the 76th UN General Assembly. The event coincided with the 44th anniversary of Viet Nam's membership of the largest multilateral organization in the world (September 20, 1977 - September 20, 2021).

Comprehensive results

According to Deputy Minister Dang Hoang Giang, President Nguyen Xuan Phuc's visit to the High-Level Discussion session of the 76th UN General Assembly was a great success with comprehensive results, contributing to further enhancing the prestige and position of Vietnam in the international arena.

Giang pointed out four major goals achieved during the visit as followed:

Firstly, actively contributing to promoting the implementation of the foreign policy direction of the 13th Party Congress, sending a strong message to the world about Viet Nam's foreign policy of independence, self-reliance, multilateralization and diversification, peace, friendship, cooperation and development.

This is also the practical implementation of Directive No.25 of the Party Secretariat on promoting and elevating multilateral diplomacy, in which cooperation with the UN is identified as a top priority.

Secondly, making contributions to the initiatives at the 76th UN General Assembly to solve the urgent issues of the globe has shown the image of a self-reliant country which is constantly innovating and going up with vision, development aspirations, willingness to participate and contribute responsibly to global and regional issues, together with countries to overcome challenges, towards a better future after the pandemic.

Thirdly, holding meetings and talks with leaders of many countries and international organizations, exchanging views on strengthening cooperation and coordination.

Fourthly, drastically implementing the vaccine diplomacy strategy through meetings and contacts at all levels and channels in order to get access to the supply of Covid-19 vaccines for epidemic prevention in the country.

Meeting the world needs

Among the many imprints that Viet Nam has left on international friends through this trip, the State President's speech at the High-Level General Discussion session of the 76th United Nations General Assembly was especially welcomed and appreciated by the international public.

Deputy Minister Dang Hoang Giang explained: “The President's speech is recognized and appreciated by the international community because it clearly, comprehensively, accurately reflects the top concerns of the Vietnamese people and international community today. That is to deal with the pandemic and climate change and maintain multilateralism, international peace and security”.

According to Deputy Minister Dang Hoang Giang, the issues and proposals raised by the State President in his speech reflected the concerns and desires of not only Viet Nam but also every country in the region, as well as all developing countries throughout the world.

In his speech, President Nguyen Xuan Phuc made five important proposals as followed:

First, the President affirmed that, in the meantime, the most urgent task is to control the Covid-19 pandemic on a global scale. On that basis, the President called on countries to promote the role of international and regional organizations, and solve the limitations and inadequacies of global governance so that the access to vaccines and drugs to treat Covid-19 is fair, transparent with no one left behind, in the context that “no country is safe until all are safe”.

Second, to overcome the pandemic and recover the economy, according to the President, the most important factor is enhancing each country's resilience and response to the crisis.

Third, the speech pointed out that it is timely and practical to turn the challenges posed by the pandemic into opportunities for development when all countries want to get rid of the difficulties, recover and develop after the pandemic. It is an opportunity for digital transformation, a clean and green economy applied with technology applications.

Fourth, the speech emphasized the urgent need for the international community to make efforts to reduce emissions, prevent and mitigate natural disasters, towards a green transition, a circular economy as the world is currently suffering from the impacts of climate change and an unprecedented number of extreme weather events over the past hundred years.

Fifth, to carry out all of the above proposals, the President emphasized that a peaceful, secure and stable environment must be ensured in each country, region and all over the world. This requires countries to unite, strive for peaceful development, settle disputes by peaceful measures based on international law, and prevent wars and conflicts.
