The meeting took place in the context of increasingly positive and substantive developments in the relationship between Vietnam and African countries across various fields. It was an important occasion for leaders to listen to, encourage, and provide strategic direction to diplomatic personnel operating in a vast and promising but also challenging region.

During the working session, the Ambassadors presented brief reports on the situation in their respective host countries and the key highlights of Vietnam's relations with those nations. They shared the outcomes of existing cooperation efforts as well as difficulties and obstacles encountered in on-the-ground diplomacy. Several Ambassadors highlighted unique regional challenges such as conflict, political instability, disease outbreaks, difficult living conditions, and differences in customs and working environments.

In addition, the Ambassadors proposed a number of concrete solutions to enhance the effectiveness of foreign affairs in the region, ranging from promoting high-level delegation exchanges and strengthening bilateral cooperation mechanisms to boosting economic–trade–investment ties, improving citizen protection efforts, and mobilizing the role of Vietnamese communities abroad.

The Ambassadors affirmed their strong political will and commitment to serving as bridges between Vietnam and host countries, effectively implementing the Party’s foreign policy and fulfilling their assigned duties.

In his keynote speech, President Luong Cuong expressed his pleasure in meeting with the Ambassadors and Heads of Vietnam’s representative missions in Africa during his first official visit to the region as Head of State. He conveyed warm regards from the Party and State leadership to all diplomatic staff working far from the homeland and acknowledged their dedication, resilience, and sense of responsibility in carrying out duties in this strategically significant area.

President Luong Cuong highly appreciated the practical contributions of Vietnamese missions in recent years, particularly in promoting political, economic, trade, and multilateral diplomatic relations with traditional African partners. He also expressed understanding and sympathy for the difficulties and challenges faced by diplomats in this complex working environment, especially in countries experiencing instability, conflict, or limited infrastructure.

Given the rapid, complex, and unpredictable developments in regional and global situations, President Luong Cuong urged representative missions to thoroughly grasp the Party's foreign policy orientations and to comprehensively implement key resolutions, especially Resolution 59-NQ/TW on international integration in the new context. He emphasized the need for Ambassadors to enhance their research and strategic forecasting capacity, stay well-informed of host country developments, and provide timely, accurate policy recommendations to the Party and State leadership.

"Vietnam and African countries share a traditional friendship founded on a common history of struggle for national independence. This invaluable legacy must be preserved, promoted, and deepened. Ambassadors must serve as enduring bridges, building political trust as a foundation for practical and effective cooperation in all fields," the President emphasized.

He also called on the Ambassadors to pay special attention to community affairs and citizen protection—key pillars of diplomacy. Embassies must proactively and flexibly coordinate with local authorities to support the overseas Vietnamese, safeguard the legitimate rights of Vietnamese citizens and businesses, and help build a united, thriving Vietnamese community that contributes to friendly relations between Vietnam and host countries.

The President once again commended the specific and practical contributions of Vietnamese missions, especially in fostering political, economic, trade, and multilateral relations with longstanding African friends.

President Luong Cuong expressed hope that Ambassadors and their staff will continue promoting unity, initiative, and creativity; uphold political integrity and professional ethics; and build clean, strong missions that contribute meaningfully to enhancing Vietnam’s international stature and reputation.

The meeting served as vivid evidence of the strong bond between the leadership of the Party and State and the foreign service personnel working in strategic regions. It also sent a powerful message of determination to elevate Vietnam–Africa relations to a new stage of profound, effective development that aligns with the potential and aspirations of both sides.
