At the meeting, the Ministers highly appreciated the positive outcomes of MLC cooperation since the 10th MLC Foreign Ministers' Meeting (August 2025), especially the implementation of the MLC Action Plan for 2023 - 2027. This was clearly demonstrated through trade growth and the execution of specific projects using the MLC Special Fund. Additionally, MLC cooperation has made significant progress in areas such as hydrological information sharing, flood and drought response, environmental protection, law enforcement cooperation, transnational crime prevention, culture, education, and people-to-people exchanges. The Ministers agreed on several directions and priorities for MLC cooperation in the coming period to ensure security, economic development, and improve the living standards of the people.
In his speech at the meeting, the Head of the Vietnamese delegation emphasised that despite numerous challenges in the world and the region, the Mekong-Lancang area is facing many development opportunities. The strong transformations in science and technology, innovation, digital transformation, green transition, and the restructuring of regional and global supply chains are opening up new development spaces, enabling countries to enhance adaptability, leverage complementary advantages, and increase connectivity and integration.
Based on this, the Head of the Vietnamese delegation acknowledged the positive results in implementing the MLC Action Plan for 2023 - 2027, while emphasising the need to transform potential, advantages, and cooperation outcomes into substantial development drivers that are impactful and bring tangible benefits to member countries.
Regarding future cooperation directions, the Head of the Vietnamese delegation proposed focusing on building a resilient, innovative Mekong-Lancang region, enhancing regional connectivity, promoting coordination between MLC and other regional mechanisms, Mekong cooperation mechanisms, strengthening cooperation in addressing non-traditional security challenges, and placing people at the center of MLC cooperation.
