It is a mountainous province where many ethnic minorities still live in difficult conditions. With the efforts of the entire political system at all levels, along with the people's cooperation, the National Target Program for building new rural areas in Hoa Binh province has attained important achievements. It truly became a "push" for rural development in the province.

According to statistics, in the province there are 6 main ethnic groups living together, the largest being the Muong ethnic group accounting for 63.3%; Kinh ethnic group accounts for 27.73%; Thai ethnic group accounts for 3.9%; Dao ethnic group accounts for 1.7%; Tay ethnic group accounts for 2.7%; Mong ethnic group accounts for 0.52%; Other remaining ethnic groups account for 1.18%.

It is known that in 2011, only 2 communes of Hoa Binh province met 10 criteria for qualification of new rural areas, 124 communes were ranked below 5 criteria; The average number of criteria at the time of assessment reached 4.4 criteria/per commune, many criteria are extremely difficult to qualified, such as traffic, irrigation, schools, cultural facilities, healthcare, reduction of poor households. The agricultural production is still fragmented, the value of goods is not high, and production areas have not been formed.

The average income per capita in rural areas is low (only VND 8.3 million/person/year). The poverty rate is high (31.51%). In 2012, Hoa Binh province launched the emulation movement "Hoa Binh province joins hands to build new rural areas" which was actively enjoyed and participated by all levels, branches, localities, units and local people in the province.

Hoa Binh province started the implementation of the National Target Program for new rural areas from a low baseline, though, with the consensus and overcoming difficulties of the entire political system, up to now the face of many rural areas has changed. The material and spiritual life of people in rural areas is constantly improving. Political security and social life situation and safety are maintained. Cultural and sports activities are regularly facilitated and developed. The socio-economic infrastructure has been developed basically in synchronization to ensure rural-urban connectivity and connecting regions, with motorways outreaching the most remote hamlets and villages.

The agricultural production is developed basing on modernization, to increase added value, adapt to climate change, and at the same time strongly develop industry and services in rural areas, contributing to increasing people's income sustainably. It is also for sustainable process of poverty reduction and social security. The quality of education, medical service and people's health care has been improved.

Production development is associated with restructuring the province's agricultural sector, forming large-scale concentrated production zones oriented towards domestic and export goods. Commodity agricultural production is valued and has changed drastically, actively contributing to raising the income of people, consolidating and enhancing the people's trust in the Party's leadership and state governance.

As of the fourth quarter of 2023, Hoa Binh province has 73 out of 129 communes qualified with new rural standards, 28 communes with advanced new rural standards, 1 commune with model new rural standards, 60 quarters with model residential areas, 174 model gardens. The number of communes qualified with 15-18 criteria is only 2 communes; The number of communes qualified with 10-14 criteria is only 54 communes.

Hoa Binh City completed the assignment of building new rural areas in 2018, Luong Son district attained new rural standards in 2019, Lac Thuy district attained new rural standards in 2020. There is no commune that attains less than 10 criteria in the whole area. The localities (communes and districts) that have met the standards/completed the assignment of building new rural areas continue to build up the enhanced new rural communes, model new rural communes, and advanced new rural districts according to the development plan.

To maintain and promote the achievements of the New Rural Program, Hoa Binh province sets specific goals in 2024: it is to implement and achieve results of the National Target Program on building new rural areas in the period 2021-2025. There will be 6 more communes to attain the new rural standards (in which Yen Thuy and Cao Phong districts strive for 100% of communes to meet new rural standards by 2024); it is to exert the efforts for 2 more communes to attain the advanced new rural standards; a commune that attains model new rural standards; Yen Thuy district, Cao Phong district and Hoa Binh city will complete the criteria for new rural districts, the documented dossier to request the Provincial People's Committee to submit to the Prime Minister to recognize the district which attain the new rural standards.

The province is putting efforts to standardize about 16-20 more OCOP products to achieve 3 stars or more. It is also the continuous task to build and complete essential facilities to meet the requirements of production development and life of rural residents: these are facilities of transportation, irrigation, electricity, running water, schools, medical clinics. The purpose is to improve the quality of life of country residents, creating a production model associated with stable jobs and increasing the people's income.

Mr. Hoang Van Tuan - Deputy Chief of Office of the National Target Program for New Rural Construction in Hoa Binh province said “According to Decision 263/QD-TTg dated February 22, 2022 of the Prime Minister: "By 2025, we strive to have at least 80% of communes in the whole country and 60% communes in the Northern mountainous areas. to attain the new rural standards,”.

To achieve the goals set by the Government, the efforts of the entire political system of Hoa Binh province in steering, as well as allocating resources and efforts of local authorities at all levels, are needed for the successful implementation of the New Rural Construction Program.
