On behalf of the Prime Minister, Minister of Foreign Affairs Bui Thanh Son handed over the decision to appoint Pham Thanh Binh as Deputy Minister of Foreign Affairs.
Attending the ceremony were representatives from the Party Central Committee’s Commission for Internal Affairs, Deputy Minister Do Hung Viet, and the heads of units in the Ministry of Foreign Affairs.
At the ceremony, Foreign Minister Bui Thanh Son handed over the decision to appoint Deputy Foreign Minister to Mr. Pham Thanh Binh. According to Decision No. 303/QD-TTg dated April 12, 2024, the Prime Minister appointed Mr. Pham Thanh Binh, General Director of the Northeast Asia Department, Ministry of Foreign Affairs to hold the position of Deputy Foreign Minister.

Speaking at the ceremony, Minister of Foreign Affairs Son congratulated the newly appointed Deputy Minister of Foreign Affairs and emphasized that this appointment reflects the trust of the Party's leadership, the State, and the Ministry of Foreign Affairs in him.
Foreign Minister Bui Thanh Son said that the Ministry of Foreign Affairs is actively implementing the foreign policy in line with the spirit of the 13th National Party Congress, with the entire sector taking the lead in establishing and maintaining a peaceful and stable environment, mobilizing external resources for national development, and enhancing the country's position and reputation.

Deputy Minister of Foreign Affairs Pham Thanh Binh expressed gratitude for the trust placed in him by the Party leadership, the State, and the Ministry of Foreign Affairs for the new responsibility; he also thanked the strong support and trust of the leadership, the Minister, and officials in the Ministry.
Deputy Minister Binh affirmed his commitment to exerting maximum effort, leveraging all his capabilities to fulfill the tasks entrusted by the Party and the State, and contributing to the overall success of foreign affairs work.
