At the conference, the working delegation presented the report on the results of the first phase of inspection and supervision regarding the leadership and direction in implementing the resolutions of the 14th Party Congress, the resolutions of the City Party Congress, especially the comprehensive work programs; the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; initial assessment of achieving double-digit growth targets, operating a two-tier local government, implementing Resolution 57 on breakthroughs in science, technology, innovation, and national digital transformation.
In his directive speech at the conference, General Secretary To Lam emphasized that the inspection delegation acknowledged the decisive, thorough, methodical, and effective leadership and direction of the Standing Committee of the Hanoi Party Committee, led by the Secretary of the Party Committee, who has clearly demonstrated the central role, courage, responsibility, and willingness to think, act, and take responsibility, directly leading many difficult, new, and breakthrough tasks.
The recent transformations in Hanoi have been very positive; not only achieving specific results but also clearly forming a new momentum, a new work pace, and a new sense of responsibility throughout the entire political system of the capital.
From the city to the grassroots, from the party committees and government to the cadre and party members, there has been a significant shift in thinking, approach, and work style – more decisive, more substantive, and more closely linked to specific results. This has created consensus, trust, and widespread acclaim from the people of the capital. This is a favorable condition to accelerate, break through, and develop the capital in the coming period.
Regarding shortcomings and limitations, the General Secretary agreed with the self-inspection report of the Standing Committee of the Party Committee and the report of the delegation; pointing out that these limitations have both objective and subjective causes, but the subjective cause must be identified as the main one and must be immediately addressed with higher political determination and more decisive action.
Regarding the tasks that need focused leadership and direction in the coming time, the General Secretary suggested that the Standing Committee of the Hanoi Party Committee develop a plan to implement the conclusions of the Politburo on the first phase of inspection and supervision; immediately address the existing issues and limitations pointed out by inspection and supervision delegation No. 10; continue to set an example in thoroughly grasping and concretely implementing the resolutions of the 14th Party Congress; deeply understand that implementing the resolutions of the 14th Party Congress is a continuous task throughout the term, not just a campaign, not stopping at learning, but must be transformed into specific actions and results.
The resolutions of the Congress must "permeate" every party cell, every party member throughout the Party Committee; closely link the implementation of the resolutions with each program, project, and specific task; measure by products and actual results.

The General Secretary stressed that the recent transformations in Hanoi are very positive but are just the beginning, with much work ahead. The Standing Committee of the Hanoi Party Committee needs to continue to highly promote the spirit of decisive work, maintain and further enhance the current momentum, not allowing it to stall or slow down; once momentum is gained, it must be maintained, once transformation occurs, it must lead to progress, once results are achieved, they must be elevated to a sustainable development trend for the capital.
The General Secretary pointed out the need to maintain a high work pace, tighten discipline and order, ensuring that all policies and decisions are implemented more quickly, decisively, and effectively; promoting the role of leaders at all levels, agencies, and units to truly be "locomotives," centers of unity, willing to take responsibility and act for the common good; making the spirit of innovation, action, and responsibility a normal, continuous, and sustainable state throughout the entire political system, not just a temporary peak. Each cadre and party member must elevate themselves, create work pressure, use actual results as a measure, and use public satisfaction as an evaluation criterion.
The Standing Committee of the Hanoi Party Committee must act urgently, decisively, and proactively from the start; fully prepare the conditions to immediately implement when mechanisms and policies are issued, concretized into specific programs, plans, and projects with clear timelines, specific products, and measurable results.
The Central Government has entrusted and provided significant responsibility and conditions for the capital. Therefore, Hanoi must act commensurately with that trust, leading, setting examples, and creating new models and methods with high efficiency and widespread impact for the entire country.

The General Secretary emphasized the importance of focusing on building the Party and political system to meet the development requirements of the capital in the new phase; urgently grasp and effectively implement the foundational resolutions and regulations on Party building recently approved by the 2nd Plenum of the Party Central Committee; continue to tighten discipline and order; enhance inspection, supervision, and power control; resolutely and persistently fight against corruption, waste, and negativity; thoroughly address avoidance, shirking, and fear of responsibility; proactively summarize one year of operating a two-tier local government in the capital, objectively and frankly evaluate the results achieved; clearly point out inadequacies and limitations in organizational structure, decentralization, coordination mechanisms; thereby timely adjusting and perfecting the operational mechanism, ensuring smooth, effective, and efficient service to the people and businesses.
Regarding the contents of the second phase of supervision, the General Secretary announced the plan to supervise three topics: achieving double-digit growth targets; operating a two-tier local government; implementing Resolution 57 on breakthroughs in science, technology, innovation, and national digital transformation.
The General Secretary suggested that the Standing Committee of the Hanoi Party Committee focus on closely leading and directing each topic; closely follow the practical implementation, accurately assess the results achieved, clearly identify existing issues, limitations, and causes; particularly recognize bottlenecks and obstacles in implementation; propose specific, feasible, and breakthrough solutions to overcome difficulties and effectively promote major policies of the Central Government.
The second phase of supervision must be conducted with a constructive spirit, accompanying to improve work, not to find faults, not to create formal pressure or create apprehension among the cadre team.
Supervision is to identify issues that need improvement, bottlenecks that need to be resolved, thereby helping party committees, agencies, and units to better perform assigned tasks.
The supervision process must be organized scientifically, tightly, focusing on key areas; not affecting the normal activities of agencies and organizations, not disrupting work, not creating unnecessary procedures and workload; harmoniously combining the requirements of inspection and supervision with development requirements; between discipline and order with encouraging innovation, creativity, and daring to think and act for the common good.
