Politburo Member and Minister of Foreign Affairs Le Hoai Trung recently answered media questions about the visit to the United States and Canada by General Secretary, President To Lam.
Could the Politburo Member and Minister of Foreign Affairs share the prominent outcomes of General Secretary, President To Lam's visit to attend the high-level discussion session of the 81st United Nations General Assembly, bilateral activities in the United States, and the state visit to Canada?
From September 20-25, General Secretary, President To Lam and the high-level Vietnamese delegation attended the high-level discussion session of the 81st United Nations General Assembly, engaged in bilateral activities in the United States, and made a state visit to Canada at the invitation of Canadian Governor General Louise Arbour.
This was the first visit to the world's largest, most comprehensive, and important global organization and the first visit to the United States and Canada by the General Secretary, President after Vietnam successfully organized the 14th Party Congress, the 16th National Assembly election, and the People's Council elections for the 2026-2031 term.
The visit to Canada by General Secretary, President To Lam was the first visit by a Vietnamese General Secretary, President to Canada after 50 years of diplomatic relations between the two countries. The visit also took place at a time when the international situation continues to evolve very complexly with significant changes in geostrategy, economy, and science and technology.

The trip of General Secretary, President To Lam and the high-level delegation of the Party and State was a great success, demonstrated by many substantial and diverse outcomes. Notably, during this visit, General Secretary, President To Lam engaged in high-level exchanges about the achievements of the renewal process, development policies, and foreign policy, emphasising the message about Vietnam's goals, directions, and path forward in the new era.
Importantly, at the highest level, the General Secretary, President strongly affirmed Vietnam's foreign policy as an active and responsible member of the international community, proactively and actively participating in solving common issues.
The General Secretary, President delivered a speech highly appreciated by other countries at the high-level general discussion session, sharing assessments of the international situation and especially proposing directions for the UN to enhance its role and for UN member countries to coordinate to enhance the organization's role at a time when the world greatly needs the role of multilateral institutions, especially the UN, which is currently facing many challenges.

On this occasion, General Secretary, President To Lam also held discussions with UN development funds, programs, and specialized agencies to share Vietnam's experiences and express the desire to contribute to the activities of UN development organizations, as Vietnam is considered a model of development cooperation between the UN and developing countries.
Another highlight was that General Secretary, President To Lam had numerous exchanges with government leaders, parliamentarians, scholars, scientists, business leaders, friends, and the Vietnamese community in both the United States and Canada.
Meetings and discussions in the United States continued to promote positive trends in bilateral relations and demonstrated Vietnam's goodwill on issues of mutual concern, including trade.
In Canada, the most important outcome was that the two countries agreed to elevate bilateral relations to a new level, establishing a Strategic Partnership along with an Action Program comprising very diverse content and specific measures in all fields.
Alongside meetings, discussions, and interactions of the General Secretary, President, members of the Party and State leadership had effective meetings with partners, businesses, and research institutes.

Vietnamese enterprises reached many agreements and exchanged with partners in the United States and Canada on specific methods and measures to leverage and enhance practical cooperation potential in areas aligned with Vietnam's interests and requirements in the new phase, as well as with both the United States and Canada, including trade and investment cooperation, science and technology, education and training, energy development, and transportation.
The combination of bilateral and multilateral activities not only opens up practical cooperation opportunities for both sides but also contributes to international issues that partners, including the UN, the United States, and Canada, strongly support and wish for Vietnam to play a positive role in contributing to the region and the world.
With these outcomes, could the Minister outline the direction and focus for implementing the commitments and agreements reached during General Secretary, President To Lam's visit in the near future?
At the UN, member countries, the UN Secretary-General, and UN leaders highly value Vietnam's perspectives on the international situation, proposals, experiences, and actual results achieved through contributions to regional peacekeeping and development processes; they wish for Vietnam to continue to enhance its growing role.
Therefore, in the coming time, our agencies and organizations need to coordinate with partners to continue leveraging the potential and strengths of UN organizations, not only as a source of support funds as before but also as a source of UN knowledge in all fields to serve our higher development stage.

Additionally, we need to learn from experiences in building regulations, developing institutions in areas from intellectual property to information technology, and institutional issues related to artificial intelligence governance.
For Canada and the United States, ministries, departments, localities, units, and organizations will work with partners to concretize commitments and agreements into specific programs and plans with timelines, measures, deadlines, and clear assignments for implementation, not only in political fields from government to parliament, and people-to-people exchanges but also in other fields such as science and technology, economy, trade and investment, security and defense, energy, education and training, especially high-quality human resources...
Another very important aspect is that in the new phase, with new development requirements, we need to promptly enhance cooperation capacity in very new fields. For example, in energy, the new field is nuclear cooperation, where both the United States and Canada have significant strengths.
