During the meeting, Parliament Speaker Jagath Wickramaratne warmly welcomed the State visit to Sri Lanka by General Secretary, President To Lam and the high-level Vietnamese delegation; affirming that the visit will further deepen the newly upgraded Comprehensive Partnership between the two countries and promote comprehensive cooperation across all fields in the coming time.
Parliament Speaker Jagath Wickramaratne affirmed that the Sri Lanka-Vietnam relationship is a traditional friendship, with a long-standing bond from early cultural and religious exchanges; both sides have always supported and assisted each other during difficult periods, in the fight against foreign invaders, and in the struggle for national independence.
Throughout this historical process, generations of leaders from both countries have continuously fostered the friendship laid on a solid foundation by President Ho Chi Minh; expressing gratitude and appreciation for the attention of current high-level Vietnamese leaders in strengthening bilateral relations, especially General Secretary, President To Lam.
Expressing admiration for Vietnam's significant socio-economic development achievements in recent times under the leadership of the Communist Party of Vietnam, Parliament Speaker Jagath Wickramaratne hopes that in the future, the two countries will continue to enhance cooperation further, bringing practical benefits to both nations and their peoples. The Sri Lankan Parliament wishes to cooperate more closely with the Vietnamese National Assembly in state-building, anti-corruption efforts, digital transformation, and more.
Parliament Speaker Jagath Wickramaratne emphasized that General Secretary, President To Lam's address to the Sri Lankan Parliament today is of historical significance. The speech not only inspires the parliamentarians in the Sri Lankan Parliament but also the electorate in the country, containing many valuable lessons for Sri Lanka in its national development process.
General Secretary, President To Lam expressed his delight at revisiting the beautiful country of Sri Lanka in his new role, witnessing Sri Lanka's stable and solid development; appreciating the role of the Sri Lankan Parliament in passing policies and legal frameworks that facilitate economic recovery, promote reforms, and ensure social welfare.
General Secretary, President To Lam reported on the very successful talks with Sri Lankan President Anura Kumara Dissanayake, particularly the agreement to upgrade relations to a Comprehensive Partnership, setting out comprehensive and substantive cooperation directions across all fields.
Expressing gratitude to the Parliament Speaker and the Sri Lankan Parliament for inviting him to speak at the important session, the General Secretary, President hopes the speech shares many topics of interest to Sri Lankan parliamentarians regarding Vietnam's development experiences and suggestions for future bilateral relations.
Emphasizing the important role of cooperation between the two countries' parliaments, General Secretary, President To Lam hopes both sides will enhance close cooperation, soon sign a cooperation agreement, and coordinate effectively in overseeing the implementation of high-level agreements and signed cooperation documents/agreements, especially economic cooperation to achieve the trade turnover target of 1 billion USD, sharing experiences in institutional building, and perfecting the legal system for digital economic and social development.
General Secretary, President To Lam expressed his wish for the Sri Lankan Parliament to pass preferential policies for Vietnamese enterprises to invest in Sri Lanka in infrastructure, services, tourism, electric vehicles, technology, telecommunications; facilitating Vietnamese airlines to soon open direct flights connecting the two countries.
The General Secretary, President also hopes Sri Lanka will continue to facilitate the Vietnamese community residing, studying, and doing business in Sri Lanka, including Vietnamese monks and nuns studying Buddhism.
On this occasion, General Secretary, President To Lam also conveyed the greetings and invitation to visit Vietnam from National Assembly Chairman Tran Thanh Man to Parliament Speaker Jagath Wickramaratne and Sri Lankan parliamentarians. Parliament Speaker Jagath Wickramaratne thanked and cordially invited National Assembly Chairman Tran Thanh Man to visit Sri Lanka at a suitable time.
