On December 21, in Hanoi, at the Guest House of the Ministry of National Defense, the Party Central Committee’s Commission for Information and Education organized the National Conference reviewing external information and communication work on sea and islands sovereignty, border demarcation, markers planting, and land border management in 2023, and direction for implementation of the mission in 2024.
Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Party Central Committee’s Commission for Information and Education, Head of the Steering Committee for External Information and Communication Work attended and delivered direction at the Conference.
In 2023, the world situation has witnessed rapid development, complicated and unpredictable changes. The East Sea has encountered potential risks that cause security instability.
In this context, with the close attention and direction of the Politburo and the Secretariat; with the coordination and active implementation of tasks from central and local departments, ministries, branches; the efforts of the entire system, the external information and communication work on the sea and islands issues, demarcation, delimitation and land border management have achieved many positive results, completing the set out goals, effectively contributing to the country's overall socio-economic development achievements in 2023 and the mid-term of implementing the Resolution of the 13th National Party Congress.
Last year, the work of coordination among agencies and units is increasingly synchronous; The implementation of tasks has maintained innovations and creativity in content and form, bringing high efficiency.

The key contents which have been persistently carried out in external information and communicated work are the Party's policies and guidelines in all fields, the socio-economic development achievements of 2023 as well as the mid-term implementation of the Resolution of the 13th National Party Congress, Vietnam’s history, traditions, image of the country as well as people, culture and its values.
External information and communication work has provided with comprehensive information about the country's important political and foreign affairs events, especially visits and phone calls of key leaders of the Party and State; covered widely the content of General Secretary Nguyen Phu Trong's books in different foreign languages.
In addition, external information and communication work has actively promoted Vietnam's prestige and international position, which are constantly enhanced through bilateral and multilateral foreign affairs activities.The external information and communication work has provided timely information and effective response to incidents related to the situation of seas, islands and border, information on activities against illegal, unrepoted and unregulated (IUU) fishing, urging the European Commission (EC) to remove the "yellow card" for Vietnamese seafood; enhanced communication about achievements in ensuring human rights in the first year of Vietnam's role as a member of the United Nations Human Rights Council; increased information about the lives of overseas Vietnamese, charitable activities of the Vietnamese community abroad and their contributions to building the country.
On behalf of the Party and State leaders, Secretary Nghia highly appreciated the results of external information and communication work on the sea and islands sovereignty and border management in 2023 as well as the mid-term implementation of Resolution of the 13th Party Congress; praising the entire force for being proactive and creative, and making efforts to overcome difficulties.
From the results achieved in the past year, Secretary Nghia has made a number of conclusions as the following:
Firstly, ensure unified leadership and direction from the central to local levels, from provincial to district and commune levels; carry out synchronized and timely deployment of the entire force. Second, the spirit of solidarity, consensus from top to bottom; coordinate closely and smoothly in implementing tasks. Third, mobilize the participation of the entire political system and the entire society, affirming the important and pioneering role of the press and communication agencies, especially the main external press agencies. Fourth, promote the roles and responsibilities of the Provincial and City Party Committee's Commission for Information and Communication, Steering Committees on external information and communication work, border, sea and island information from the Central to local levels.
Head of the Commission for Information and Education emphasized that 2024 will still have many difficulties and challenges. With high openness, Vietnam's economy is greatly affected by all fluctuations in the world situation. At the same time, hostile forces continue to increase sabotage activities with increasingly sophisticated and complex tricks, while Information and international public opinion are not all positive about Vietnam.
However, with the enhanced position and prestige of the Party and State, and Vietnam's increasingly important role in the foreign policies of many countries, Vietnam will have many favorable opportunities to perform better the external information and communication work.
Regarding the direction and tasks of work in 2024, Secretary Nghia proposed to spread and take advantage of the important foreign policy results that Vietnam has been achieved, turning foreign policy results into socio- economic development results, protection of independence, sovereignty, and territorial integrity; building border areas of peace, friendship, stability and cooperation; building a peaceful, safe and stable East Sea region; quickly introduce the guiding views, tasks and solutions of Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of external information and communication work in the new situation; maximize the spirit of initiative, creativity, and flexibility to achieve the highest efficiency.
Nguyen Trong Nghia emphasized that the content of external information and communication work must be comprehensive, complete, and at the same time, be focused. External information and communication methods need to be innovative in a modern direction, keeping pace with international communication trends; effectively utilize existing resources, actively and flexibly increase resources for the implemention.
At the conference, leaders of the Commission for Information and Education presented Certificates of Merits to groups and individuals with outstanding achievements in external information and communication work, spreading information on seas and islands sovereignty and land borders management in 2023.
