Dien Bien brought closer to international friends
In the context of increasingly deeper international economic integration, Dien Bien identifies foreign affairs as one of the priorities. Foreign affairs contribute to enhancing the position and image of Dien Bien, helping the province attract resources for economic development to successfully hit the planned socio-economic goals.

Over the past time, Dien Bien province’s authority has done well in the role of leading and steering, thoroughly comprehended and enacted the foreign policy policies, guidelines and regulations on the governance over the foreign affairs activities of the Party and State.
Dien Bien has closely followed the direction of the Central Government, focusing on leading, steering and organizing the synchronous implementation of guidelines and policies in well-coordinated foreign affairs throughout the province, associated with socio-economic development tasks; promote the solutions to attract investment resources from foreign organizations and non-governmental organizations associated with ensuring national defense and security of the province.

Strengthen economic diplomacy
In the economic field, Dien Bien actively expands economic cooperation with partners (non-governmental organizations, international organizations, embassies of countries); Management and mobilization of foreign non-governmental aid are well attended in implementation.
In 2023, the province has received 12 new aid amounts from 2 foreign non-governmental organizations, with a total committed aid value of approximately 2.1 million USD; 27 granted projects are being implemented in the province; the disbursement value is estimated at 3 million USD, equivalent to 70 billion VND.
Foreign non-governmental programs, projects, and non-project aids are implemented to ensure compliance with regulations, become increasingly effective, in accordance with practical needs, actively contributing to capacity building and improvement of social welfare, solving social problems, eliminating hunger and reducing poverty.
Regarding economic diplomacy, in 2023 Dien Bien province proactively explored the cooperation demands of partners, proposed cooperative activities suitable to the interests of both sides. Various levels, sectors, and businesses actively participate in forums and events to promote international cooperation: the 12th Conference on Cooperation between Vietnamese and French localities; the “Meet Japan” conference; Viet Nam - Japan trade and investment promotion forum (Kansai) in Osaka (Japan); the second global economic and overseas Vietnamese forum and connecting local cooperation and businesses between Viet Nam and Kyushu in Fukuoka; promoting the trade and investment in Switzerland; the “Meet Thailand” conference; the workshop to promote investment and trade cooperation between Vietnamese provinces and Northern Laos provinces in 2023 in Louangphabang province (Laos) are all meant to connect and call for partners to visit and learn about investment cooperation opportunities in the province.
Dien Bien also actively and proactively creates opportunities for businesses from other countries to learn, connect, and cooperate through diplomacy activities, trade cooperation, trade promotion, investment, services, promotion and introduction of the potential and advantages of the province and the country.
Promote the land and people of Dien Bien
Regarding the cultural diplomacy, the province continues to steer and promote the image of Dien Bien province, linking cultural diplomacy with political diplomacy and economic diplomacy, in order to build and promote the image and culture of Dien Bien province, the culture, history, and beauty of Viet Nam in general and the people and land of Dien Bien in particular to international friends.
In 2023, Dien Bien provincial delegations were dispatched to attend many cultural events, promoting cooperation with foreign localities, to introduce Dien Bien culture and people. In particular, at the 78th National Day Celebration organized in Switzerland in early September 2023 by the Permanent Mission of the Socialist Republic of Viet Nam in Geneva, the delegation of Dien Bien province participated by means of art performances. The unique ethnic art with typical dances of the Northwest mountainous peoples left behind a deep impression for international friends and the Vietnamese community in Switzerland.
Regarding the public diplomacy, Dien Bien continues to actively, synchronously and comprehensively deploy diverse forms of communication; timely propagation of the State's foreign policies and guidelines, and the province's economic, cultural, social development and international integration achievements on the mass media; advertisements and propaganda on the Party's foreign policy in public diplomacy, cooperation and integration issues, and the sovereignty of the country's and the province's borders and territories; provision of information about sea and islands issues, demarcation and land borders. The department also enhances the struggle against distorted and hostile viewpoints, and wicked rhetoric mockery on social networking platforms; detects and strictly handles cases of organizations and individuals that violate the law in cyberspace.

In parallel with those mandates, the province authority has thoroughly comprehended the Party and State's regulations in compliance with and the Government's direction on outbound delegations to ensure economical, practical and effective expenditures. The delegations and individuals going abroad on diplomacy are strictly appraised, to be halted if the tour objectives, subjects, composition, content, time, and budget are not relevantly verified according to current regulations. Requirements on reporting and advisory consulting are strictly performed according to current regulations on foreign affairs activities when working abroad.
To welcome the foreign delegations coming to work in the province, the provincial Department of Foreign Affairs prepares a plan to welcome, receive and work with the delegation to ensure satisfaction, reasonable cost and efficiency. The receptions and working sessions are held in accordance with protocol and diplomatic reception, in accordance with the provisions of law and international practices, and appreciated by international guests with good impressions about the land and people of Dien Bien.
In 2023, the province dispatched 49 delegations, 469 turns of officials, civil servants and public employees on business trips abroad; carried out procedures to allow 36 delegations and 305 foreigners to enter Dien Bien province on mission; welcomed 36 delegations and 220 international guests to work in the province. In 2023, Dien Bien province signed 11 international agreements (including 4 international agreements signed by the Provincial Party Committee and People's Committee; 7 international agreements signed by the departments, sectors and localities).
In addition, Dien Bien province focuses on promoting the signing of international agreements to establish and expand friendly relations and international cooperation to serve socio-economic development between Dien Bien province with foreign localities as well as other development partners. Activities of signing and implementing international agreements in the province ensure the protocols in compliance with regulations. Most of the signed international agreements have promoted positive effects, achieving expected goals.
Bearing the determination of local government leaders in implementing socio-economic goals and through foreign affairs activities, the image and stance of Dien Bien with great development potential are better known to international friends. Therefore, it contributes to promotion of international friendly cooperation and exports boost; increasing the investment attraction for socio-economic development.
