At the meeting, General Secretary To Lam expressed his pleasure in leading the high-level delegation of the Party and State of Vietnam on a state visit to Cambodia and co-chairing the meeting between the two Parties and the meeting of the leaders of the three Parties of Vietnam, Cambodia, and Laos right after the 14th Congress of the Communist Party of Vietnam. This reflects the foreign policy of the Party and State of Vietnam, which places special importance on relations with traditional neighbors Cambodia and Laos.

General Secretary To Lam thanked CPP President Hun Sen for promptly sending a congratulatory letter to the General Secretary and for dispatching Vice Chairman Men Sam On to Hanoi to congratulate the success of the 14th National Congress of the Communist Party of Vietnam.

Sharing with the CPP about the success of the 14th National Party Congress and the goals and development orientations for the 2026-2030 period set by the Congress, the General Secretary emphasized that the 14th Congress Resolution continues to affirm that the Party and State of Vietnam consistently pursue an independent, self-reliant, peaceful, cooperative, and developmental foreign policy; diversify and multilateralize foreign relations; prioritize and value the development of good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability with Cambodia based on mutual respect for independence, sovereignty, territorial integrity, and legitimate interests.

General Secretary To Lam highly appreciated the significant and comprehensive achievements Cambodia has attained under the leadership of the CPP, headed by CPP President Hun Sen, and the administration of the Government led by Prime Minister Hun Manet. He is confident that Cambodia will continue to successfully implement the Pentagonal Strategy Phase I, aiming to become a high-middle-income country by 2030 and a high-income country by 2050.

CPP President Hun Sen congratulated the success of the 14th National Congress of the Communist Party of Vietnam and General Secretary To Lam's re-election as General Secretary of the Central Committee of the Party. He highly appreciated the major orientations set by the Congress, which reflect Vietnam's strategic vision and political determination in the new development phase.

He praised the significant achievements Vietnam has made in maintaining peace and developing the country across all fields, with the living standards of the Vietnamese people continuously improving, and Vietnam's economy and role increasingly elevated on the regional and international stage.

CPP President Hun Sen is confident that under the wise leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, the Party will achieve many victories in implementing the 14th National Congress Resolution, aiming to become a developed country with modern industry and high-middle-income by 2030, and a developed socialist country with high income by 2045.

In a spirit of friendship and mutual understanding, both sides informed and exchanged in-depth views on the situation of each Party and country following significant political events. They highly appreciated the positive development of relations between the two Parties and countries in recent times, emphasizing that the relationship between the two Parties serves as a guiding foundation for the overall Vietnam-Cambodia relationship. They affirmed that the meeting between the two Parties holds significant importance, providing a solid political foundation and direction for relations and addressing specific issues between the two countries.

Since the meeting in February 2025, both sides have effectively coordinated high-level foreign activities between the two Parties and countries. Defense and security cooperation has developed, becoming deeper and more effective. Economic, educational, cultural, and scientific-technical cooperation has seen positive developments, particularly in trade and tourism cooperation. Cooperation between ministries, departments, organizations, and people's associations has been strengthened and made more substantive.

Both sides acknowledged that the rapidly changing, unstable, and unpredictable global and regional situation affects countries, including Vietnam and Cambodia, requiring the two Parties and countries to strengthen solidarity, coordination, and mutual support.

dditionally, continuously strengthening political trust, enhancing coordination, and mutual support among the three Parties and countries of Vietnam, Laos, and Cambodia is both an objective requirement and a key factor ensuring a peaceful, stable, and comprehensively cooperative environment for building and defending each nation.

Both sides agreed to firmly consolidate political trust, maintain regular, substantive, and effective visits, contacts, and exchanges at all levels, especially high-level and Party and State channels. They aim to strengthen defense-security cooperation, enhance information exchange, and closely coordinate in combating transnational crimes, particularly cyber security crimes.

Both sides committed to closer economic integration, especially in transportation infrastructure, energy, digital transformation, and supply chains in processing industries and agriculture, leveraging complementary strengths. They aim to boost investment, trade, and tourism promotion activities, striving to soon raise bilateral trade turnover to 20 billion USD. They will enhance education, training, and human resource connectivity in a long-term direction, viewing education and training as a bridge to connect the younger generations of the two countries. They will effectively implement signed bilateral agreements and cooperation frameworks while building new frameworks for closer integration.

Both sides reaffirmed respect for and full implementation of treaties on land border demarcation and other border agreements between the two countries. They will strive to find mutually acceptable solutions for the remaining 16% to build a peaceful, stable, friendly, cooperative, and sustainably developed border. General Secretary To Lam requested that Cambodia continue to facilitate and not discriminate against people of Vietnamese origin living, working, and studying in Cambodia.

Both sides agreed to enhance cooperation between Party, National Assembly, government ministries, and people's associations, especially in border localities, to expand cooperative relations and support each other in socio-economic development, maintaining security and stability in border areas, and promptly addressing arising issues.

Both sides agreed to closely coordinate and support each other at regional and international forums, particularly within ASEAN and the Mekong Subregion. They aim to enhance cooperation in the sustainable and efficient use of water resources, moving towards sustainable development, especially in responding to and mitigating the impacts of climate change on the Mekong River's water resources.

lso at the meeting, Prime Minister Pham Minh Chinh, Prime Minister Hun Manet, National Assembly Chairman Tran Thanh Man, and National Assembly Chairman Khuon Sudary all agreed with the assessments and major orientations of General Secretary To Lam and CPP President Hun Sen regarding the comprehensive and profound relationship between the two Parties and countries. They supplemented and clarified the results achieved in implementing the conclusions of the February 2025 meeting between the two Parties in political-diplomatic, defense-security, economic integration, education-training, culture-tourism, people-to-people exchanges, and legislative cooperation between the two countries. They frankly pointed out limitations that need to be addressed and agreed on key contents for coordinating the implementation of the conclusions of the high-level meeting between the two Parties in the near future.

On this occasion, leaders from both sides witnessed the signing of a cooperation agreement between the Party Committee of the Ministry of Foreign Affairs of Vietnam and the Central Committee for External Relations of the CPP for the 2026-2030 period. They also witnessed the presentation of 11 documents, including the 2026 cooperation plan between the Ministry of Public Security of Vietnam and the Ministry of Interior of Cambodia; a cooperation agreement between the Ministry of Ethnic and Religious Affairs of Vietnam and the Ministry of Cults and Religion of Cambodia; three cooperation agreements between the People's Committee of Tay Ninh Province and the authorities of Svay Rieng, Prey Veng, and Tbong Khmum provinces; and six cooperation agreements between the People's Committee of Dong Nai Province and the authorities of Kratie, Mondulkiri, Tbong Khmum, Kampong Cham, Kampong Thom, and Stung Treng provinces.
