The conference shares exemplary cases of combating online bullying and interdisciplinary innovative approaches to raise social awareness about this increasingly pressing global issue.
Speaking at the conference, Israeli Ambassador to Vietnam Yaron Mayer asserts that: “The problem has serious psychological and physical consequences for victims, it’s high time we stood together to take action and stand up against cyberbullying.”
At the conference, Vietnamese and international experts from UNICEF, the Ministry of Labor, Invalids and Social Affairs, and Child Fund Vietnam presented a comprehensive overview of the cyberbullying situation, including its impact on children, the current situation in Vietnam, relevant policies and laws, and general solutions to combat online bullying.

Doron Herman, founder of the educational enterprise Safe School Analytics, shares with representatives from Vietnamese ministries and agencies measures and models that Israel is implementing to combat online harassment. Among them is a resolution proposed by Israel that was passed at the United Nations Human Rights Council. Israel has also established an interdepartmental agency that operates a hotline, 105, to receive questions and reports from the public regarding cyberbullying behavior.
Technological solutions are also a strength of Israel in this field, exemplified by the educational content developed by Doron Herman's startup to support schools in educating children about social-emotional skills and online safety. This solution has received support from influential figures in Israeli society, such as movie star Gal Gadot. Additionally, there are mobile applications like Israel's Keeps Child Safety, which uses AI to detect bullying messages on children's phones and notify parents within 20 minutes.
The conference aims to exchange on methods and reinforce the capacity to combat cyberbullying for domestic participants through legal sanctions and innovative technological advancements. Additionally, these solutions help raise awareness within the Vietnamese community about this emerging phenomenon.

Microsoft's research in 2020 showed that out of every 10 Internet users in Vietnam, over 5 were involved in bullying behaviors. Of those surveyed, 21% stated that they had been victims, and 38% had witnessed or experienced cyberbullying or harassment.
Currently, Vietnam has regulations related to cyberbullying, including the Law on Cybersecurity (2018), the Law on Children (2016), and coordination regulations between the Ministry of Public Security, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Information and Communications in receiving information, investigating, and handling child abuse and monitoring data related to online child sexual abuse.
