WVR - Recently, the Department of Finance of Bac Ninh Province released a plan to improve and enhance the 2025 Satisfaction Index of Public Administration Services (SIPAS) and for the following years, focusing on both citizens and organizations.

The plan aims to address shortcomings in 9 groups of criteria (comprising 39 sub-criteria) of the SIPAS, while continuing to maintain and build on high-performing areas. The goal is to improve the service quality of the Department of Finance, thereby contributing to a better business and investment environment and promoting innovation throughout the province.

The overarching objectives include increasing Bac Ninh’s SIPAS score and national ranking in 2025; maintaining an overall satisfaction rate of at least 90%, placing the province among the top 10 nationwide; significantly improving underperforming criteria compared to the national average; and comprehensively enhancing all 9 groups of criteria—ensuring that 100% of SIPAS criteria see increased satisfaction scores compared to the previous year.

At the same time, the focus will be on significantly improving groups of criteria with low scores or areas where citizens have expressed dissatisfaction, such as: access to public administrative services; the quality of policy implementation; and opportunities for public participation in policymaking.

The Bac Ninh Department of Finance has set a target to ensure that no group of criteria scores below 80% in citizen satisfaction; the remaining groups should exceed 85%, with the “Civil Servant Performance” group striving to achieve over 95% satisfaction.

In addition, the department will simplify administrative procedures, shorten processing times, and reduce the average time required compared to current regulations; 100% of administrative procedure dossiers to be resolved on time or ahead of schedule, while minimizing cases of overdue or delayed processing.

Promoting online public services and convenient service channels is a key focus, aiming to facilitate access while saving time and costs for citizens. The Department will enhance flexible methods for receiving and delivering administrative results—such as via postal services and online platforms—to meet public demand.

The Department of Finance also aims to improve transparency, accountability, and openness in managing the state budget and public assets, as well as in implementing policies for businesses and individual entrepreneurs; foster innovation in public service delivery, with a strong emphasis on applying information technology and advancing digital transformation across all operational procedures.

To support these initiatives, the Bac Ninh Provincial Department of Finance is also requiring improvements in the quality of its staff and civil servants, encouraging proactive and innovative leadership; strengthen dialogue and effective interaction with the business community, promote the implementation of new initiatives in public administration, and reinforce clear, transparent decentralization and delegation of authority; develop and refine feedback and performance evaluation systems, enhancing communication and building a dynamic image of local government.
