Our Party, Government, and people always consider overseas Vietnamese as an inseparable part of the nation.

Many overseas Vietnamese (OV) are talented and experienced scientists, artists, and entrepreneurs. That is a great resource that is needed for the country in the new period of development. By 2045, the 100th founding anniversary of the Democratic Republic of Viet Nam (now the Socialist Republic of Viet Nam), when Viet Nam has become a developed country with high income, OV resources are even more important.

Despite being far from their homeland, most overseas Vietnamese look towards and wish to contribute to the national construction. For example, thousands of young people are being prepared to participate in building and developing microchip manufacturing technology. Overseas Vietnamese experts in IT can certainly make practical contributions to this sector. Other sectors are also in dire need of intellectual contributions from overseas Vietnamese intellectuals.

Through Decision No.1334, our Party and Government have emphasized the need to promote OVs to serve the country in the new situation. Mr. Dung has high hopes for the response of ministries and sectors in the country and of many people around the world to this Decision.

As Vice Chairman of the Association for Liaison with overseas Vietnamese, I completely believes in this vital policy. Specific plans will be implemented to make active and practical contributions to the implementation of this Decision.

Due to the demand for academic work, I had the opportunity to travel to approximately 30 countries all over the world. Though the remittances from OV repatriated to the country have a significant effect, the contribution of scientific and technological knowledge will have an even greater effect.

OVs plays an important role in contributing to the work of constructing, developing, and protecting the Fatherland. Creating conditions for OV intellectuals and entrepreneurs to make practical contributions to the work mentioned above requires efforts from both sides. They need to overcome difficulties, arrange time to return home and cooperate in implementing practical projects that contribute to our country’s construction and development.

In addition, domestic organizations, such as the State Committee for Overseas Vietnamese, the Association for Liaison with Overseas Vietnamese, and the Viet Nam Union of Science and Technology Associations need to update information from OV intellectuals and entrepreneurs to establish specific and effective cooperation with other domestic organizations and units.

The Association for Liaison with Overseas Vietnamese is responsible for coordinating and assisting in addressing the daily difficulties of OV intellectuals and entrepreneurs. Therefore, close cooperation and a high sense of responsibility create favorable conditions for OV intellectuals to contribute their best.

Working in the Biotechnology industry, I volunteer with our Research Institute and enthusiastically cooperates with intellectuals or entrepreneurs who desire to support the country in this industry. Other professors and research institutes are probably also ready to do the same. They all wish to gain more intellectual strength to contribute more to the Fatherland.

Starting from the demand to continue promoting innovation and the desire to build and develop a prosperous and happy country, our Party and State implement guidelines and policies to mobilize maximum domestic and external resources.

In particular, OV is a vital external resource. The Project was established to continue to encourage and mobilize those external resources for the nation’s powerful development.

Currently, facing the new context, the new situation requires stronger, more synchronous, comprehensive, and extensive involvement of all levels and sectors to create changes in both content and form. The ultimate goal is to maximize OVs for the country’s development.

Entering the phase of openness, innovation and integration, a part of Vietnamese people went abroad to establish their position in life, start a business, and make a name for themselves. They still silently contribute to the country in different ways, however, the current problem is to arouse and replicate that spirit. With nearly 6 million people and 80% of them living in developed countries, this force clearly plays an important role as well as a great driving force for the national development.

In general, our OV all possess the good qualities of the Vietnamese people, their brilliance, sharpness and talent honed in the international environment. That advanced force is the necessary resource for the country’s development if we appreciate it more.

I believe that in the future, their role will be increasingly affirmed. To achieve that, providing more extensive information about the country’s situation to OV must continue, so that they can better grasp and understand their country. Therefore, they will actively find suitable ways to contribute to the country.

For example, facing with difficulties and economic crises in the country, the region, and the world, how does Vietnam maintain stability and overcome them under the direction of the Government? The fight against corruption and negativity has achieved positive results along with the successes of Viet Nam’s recent foreign policy in the international arena.

Cultural, social life and issues including human development rights, religion, belief, education, and social security are vivid and prominent manifestations. First, OVs follow the country’s transformations and then they will wish to contribute their our efforts to the entire nation’s common work.

More important and profound is how to make OV clearly see that our Party is making great efforts to build institutions for sustainable development, a socialist state ruled by law, and a state-led market economy. Patriotism and national pride on the basis of well addressing prerequisite issues (investment opportunities, legal support, and citizen protection) need to be aroused. Besides, it is necessary to educate and foster human strength, preserve the purity of the Vietnamese language as well as bring Vietnamese culture to a new level.
