Strengthening parliamentary diplomacy

Our two nations have enjoyed longstanding friendship, and this visit serves as a reaffirmation of our commitment to deepening cooperation in multiple sectors. It provides an excellent opportunity for both sides to exchange ideas, explore new avenues for collaboration, and build a stronger foundation for political, economic, and cultural engagement.

Inter-parliamentary relations play a crucial role in our bilateral ties. The National Assemblies of Armenia and Vietnam have maintained an active and constructive partnership through mutual visits, inter-parliamentary dialogue.

The visit of the Armenian delegation, led by the President of the National Assembly of Armenia Alen Simonyan to Vietnam last November, reinvigorated the high-level political dialogue that was disrupted by the COVID-19 pandemic and various regional and global developments. During this visit, discussions covered bilateral relations and insights were shared on issues of regional and global significance.

Both sides actively cooperate within multilateral parliamentary platforms, such as the Inter-Parliamentary Union (IPU) and AIPA. Strengthening parliamentary diplomacy plays a crucial role in further solidifying the comprehensive cooperation between our countries.

Vast opportunities for economic collaboration

Relations between our two countries have always been friendly, characterized by open and sincere communication. Our historical ties date back to the 17th and 18th centuries when Armenian merchants traded in the Gulf of Tonkin.

In the 20th century, close relations were further strengthened within the framework of Soviet-Vietnamese cooperation. Notably, President Ho Chi Minh visited Yerevan in 1959. Armenian specialists in various fields worked in Viet Nam, contributing not only to the friendship between the two peoples, but also having their input into Viet Nam’s social-economic development.

There are vast opportunities for economic collaboration between Armenia and Vietnam. Given Vietnam’s rapid economic growth and Armenia’s strategic position in Eurasia, both nations can benefit from stronger trade and investment.

Looking ahead, we aim to strengthen and deepen our cooperation in key areas such as high-tech industry, trade, educational exchanges, and people-to-people interactions. Vietnam is a significant partner for Armenia within the ASEAN region, and our goal is to develop an agenda that ensures prosperity and well-being for both nations.

Our bilateral relations encompass various sectors, and now is the time to strengthen them further. We seek to establish a mutually beneficial partnership that meets the needs of both countries and ensures a stable and prosperous future for our peoples. Currently, we are working closely with the Vietnamese government to identify potential areas of cooperation, which can include trade, high-tech industry, agriculture, tourism, education, and science.

We are always looking for ways to ensure that our trade relations contribute to a stable and prosperous partnership. Trade cooperation is crucial as it connects countries, people, and economies.

Vietnam is currently the fastest-growing economy in Asia, with our bilateral trade turnover reaching $800 million—several times higher than 15 years ago. We are actively exploring opportunities to introduce more Armenian products to Vietnam.

In terms of investment, we anticipate increased collaboration between Vietnamese and Armenian investors, generating employment opportunities for our citizens. We are witnessing an increasing presence of Armenian businesses in Vietnam, engaging in various joint projects, some of which have already been launched.

Within the framework of the Eurasian Economic Union, Armenia has established a free trade regime with Vietnam, presenting valuable opportunities for Vietnamese businesses. Armenian products such as brandy, wine, and processed agricultural goods also have a strong potential in the Vietnamese market.

To advance our friendship and cooperation, we are actively promoting links between Armenian and Vietnamese enterprises, supporting the activity of the Vietnam-Armenia Friendship Society, and exploring the possibility of direct flights between our countries. Furthermore, the upcoming signing of a mutual visa-free agreement will facilitate business and tourism exchanges.

People-to-people exchanges are important for fostering intercultural dialogue. Before the collapse of the Soviet Union, approximately 1,000 Vietnamese students studied in Armenian universities and specialized institutes. We hope to see this number grow again, as young people play a key role in building bridges and mutual understanding between our countries.

The Vietnam-Armenia Friendship Society brings together individuals who graduated from Armenian universities during the Soviet era. These members cherish their experiences in Armenia and maintain close ties with the Armenian Embassy in Hanoi. Many of them have made significant contributions to Vietnam’s development.

Leveraging Armenia’s experience

Armenia has emerged as a technology and innovation hub, particularly in the fields of IT, artificial intelligence, and cybersecurity. The Armenian experience shows that fostering a robust startup ecosystem requires:

Government Support & Policy Incentives: Establishing special economic zones and providing tax incentives for startups and tech firms.

Investment in Education & R&D: Armenia has prioritized STEM education and research collaborations, which have played a crucial role in advancing its tech sector.

International Partnerships: Collaborating with global tech firms and attracting foreign investment have accelerated Armenia’s innovation-driven economy.

Vietnam can leverage Armenia’s experience by fostering joint ventures, facilitating knowledge exchange, and supporting technology-driven entrepreneurship. Strengthening cooperation in these areas will bring mutual benefits and drive sustainable development.
