13th Vietnam-Russia Consular Consultation: Facilitating citizens of both nations, deepening Comprehensive Strategic Partnership

On September 15, the 13th Vietnam-Russia consular consultation took place in Moscow, co-chaired by Doan Hoang Minh, Director General of the Consular Department, Ministry of Foreign Affairs of Vietnam, and Aleksey Klimov, Director General of the Consular Department, Ministry of Foreign Affairs of the Russian Federation.

The meeting was held shortly after the state visit in early September by General Secretary, President To Lam to the Russian Federation, aiming to specifically discuss measures to facilitate and ensure the legitimate rights and interests of citizens of both countries, contributing to deepening the comprehensive strategic partnership between Vietnam and Russia in the new phase.

Speaking at the meeting, the Vietnamese side highly appreciated Russia's simplification of procedures for Vietnamese citizens entering Russia, aiming towards a visa exemption regime for holders of ordinary passports. Additionally, they requested Russia to continue enhancing cooperation in facilitating Vietnamese citizens working in Russia, protecting Vietnamese citizens, and sharing experiences in applying information technology, using, and recognizing the value of electronic documents.

The Russian side affirmed the great importance of the long-standing traditional relationship between Vietnam and Russia and expressed willingness to coordinate with relevant Russian agencies to address issues raised by Vietnam. On the other hand, they requested Vietnamese authorities to closely cooperate with Russia in matters related to Russian citizens in Vietnam, in accordance with international treaties to which both parties are signatories.

Both sides agreed that in the context of increasingly strengthened relations between the two countries, with more citizens traveling, studying, and residing in each other's countries, enhancing dialogue and exchanges to improve cooperation efficiency in addressing consular matters related to the other country's citizens is essential. Both parties agreed to continue maintaining the consular consultation mechanism to further discuss and resolve consular and citizen protection issues in a sincere, open, and effective manner.

On September 14, 2026, in addition to promoting dialogue with the Russian Ministry of Foreign Affairs, the Consular Department delegation met with the Ministry of Emergency Situations of the Russian Federation to enhance cooperation in protecting Vietnamese citizens in large-scale emergencies.
