President Vladimir Putin’s state visit creates new momentum for Vietnam-Russia multifaceted cooperation: FM

WVR - Through an issuance of the joint statement, signature of 11 cooperation agreements as well as high-level meetings held during Russian President Vladimir Putin's state visit to Vietnam from June 19-20, the two countries have agreed on major orientations to further deepen bilateral comprehensive strategic partnership in five key aspects, said Foreign Minister Bui Thanh Son in his interview given to the media.

With regards to significance of the state visit to Vietnam by Russian President Vladimir Putin, Foreign Minister Son underlined that this visit holds significant importance and could be considered a prominent highlight of Vietnam's external relations in 2024.

The visit reaffirmed Vietnam's consistent foreign policy of independence, self-reliance, multilateralisation and diversification of external relations for peace, friendship, cooperation, and development, active and proactive international integration, and being a friend and a trustworthy partner of the international community.

It also demonstrated Russia's great attention to Vietnam in its "Turn to the East" policy, the Foreign Minister held. This is President Vladimir Putin's fifth visit to Vietnam. President Vladimir Putin's visits have left a significant mark and contributed to creating important foundations for the development of Vietnam-Russia relations, supporting the establishment of the Vietnam-Russia Strategic Partnership in 2001 and upgrading it to a Comprehensive Strategic Partnership in 2012.

The Foreign Minister said that the issuance of the joint statement on deepening Vietnam-Russia comprehensive strategic partnership and building on the achievements of the three-decade implementation of their Treaty on Principles of Friendly Relations reflects their determination to make bilateral cooperation more effective and substantive across all fields, commensurate with the Comprehensive Strategic Partnership, meeting the needs and interests of both peoples, and contributing to peace, cooperation, and development in the region and the world.

Vietnam affirms that it always regards Russia as one of its most important partners and expresses its desire to strengthen the long-standing traditional friendship and deepen the framework of the comprehensive strategic partnership.

The visit takes place in the context of the two countries celebrating the 30th anniversary of the signing of the Treaty on Principles of Friendly Relations between Vietnam and Russia (June 16, 1994 - 2024) and moving towards the 75th anniversary of the establishment of diplomatic relations (January 30, 1950 - 2025).

With regards to notable outcomes, Foreign Minister Bui Thanh Son said that President Vladimir Putin's visit has undoubtedly created new momentum for multifaceted Vietnam-Russia cooperation.

The two countries have agreed on major orientations to further deepen bilateral comprehensive strategic partnership in five key aspects.

Firstly, the two sides concurred to strengthen dialogues and meetings at high and all levels, while effectively implementing cooperation mechanisms to promote collaboration in all fields; continuing close coordination at multilateral forums, especially the United Nations, APEC, and ASEAN-Russia cooperation mechanisms.

Russia has affirmed its support for Vietnam to host APEC Year 2027, pledging that it is ready to coordinate with Vietnam to successfully organize this important event and continue to support ASEAN's central role in the regional structure.

Secondly, Vietnam and Russia affirmed that economic cooperation remains a cornerstone and focal point of the multifaceted cooperation between the two countries.

The two sides will work together to resolve difficulties and seek solutions to enhance cooperation effectiveness; improve the efficiency of bilateral cooperation mechanisms, particularly the Intergovernmental Committee on Economic-Commercial and Scientific-Technical Cooperation. They will soon reach and implement a master plan for the development of the Vietnam-Russia Cooperation until 2030.

The Foreign Minister said that the two sides will also cooperate to maximize the advantages of the Vietnam-Eurasian Economic Union (EAEU) Free Trade Agreement, continue to remove trade barriers, and further facilitate bilateral trade; expand access to the Russian market for Vietnam's consumer goods and agricultural and aquatic products; and promote investment cooperation, especially in infrastructure and energy.

Thirdly, both sides will expand their defense and security partnership in order to respond to non-traditional security challenges and closely coordinate at multilateral defense and security forums, especially ASEAN-led mechanisms such as the ASEAN Regional Forum (ARF), the East Asia Summit (EAS), and the ASEAN Defense Ministers’ Meeting Plus (ADMM+), thus contributing to peace, stability, security, and safety in the Asia-Pacific region and the world.

Fourthly, Vietnam and Russia will enhance cooperation in the fields of education and training, science and technology, tourism, labour, culture, arts, sports, locality-to-locality cooperation, people-to-people exchanges, and youth education, to strengthen the solid human foundation for the bilateral Comprehensive Strategic Partnership.

During the visit, the two sides signed 11 cooperation documents among ministries, sectors, and enterprises, creating motivation to promote bilateral relations. Both sides agreed to continue creating favorable conditions for Vietnamese citizens in Russia and Russian citizens in Vietnam to live, study and work stably and act as a bridge of friendship between the two countries, Foreign Minister Son noted.

Fifthly, leaders of the two sides discussed in a straightforward and trustful manner international and regional issues of mutual concern.

Accordingly, both sides affirmed their support for an equal international relations system based on international law and the United Nations Charter, especially the peaceful resolution of disputes, without threatening to use and using force, and without interference in each other’s internal affairs.

Regarding the East Sea issue, both sides showed their support to the ensuring of security, safety, and freedom of navigation and over-flight in the sea; refraining from the use of force or the threat of force; resolving disputes peacefully in accordance with the principles of the United Nations Charter and international law, especially the United Nations Convention on the Law of the Sea 1982 (UNCLOS 1982); and fully and effectively implementing the Declaration on the Conduct of Parties in the East Sea (DOC) and soon reaching a Code of Conduct in the East Sea (COC).

The Vietnamese State and people accorded President Vladimir Putin and the Russian high-level delegation a very cordial and thoughtful reception. The Vietnamese people, especially those who studied and worked in the former Soviet Union and now in the Russian Federation, always cherish and value their good sentiments towards the country and people of Russia.

With the tradition of gratitude, the Vietnamese people never forget the significant and heartfelt support and assistance that the Russian people have given to Vietnam in the past struggle for national independence and reunification, as well as in the current cause of national construction and defense.

Both sides appreciate the long-standing traditional friendship that has been founded and nurtured by many generations of leaders and peoples of the two countries. This friendship has become a valuable common asset between the two nations and serves as the foundation for the continued development of the Vietnam-Russia Comprehensive Strategic Partnership, benefiting each country and contributing to peace, cooperation, and development in the region and the world.

Along with the warm sentiments which Vietnamese people have for Russian people, the achievements recorded during the implemention of the 1994 Treaty on Principles of Friendly Relations between Vietnam-Russia and the important outcomes of President Putin’s visit, will be a solid foundation for the further promotion of the long-standing traditional friendship and the Comprehensive Strategic Partnership between the two countries, Foreign Minister Son concluded.
