The initial investigation determined that, around the beginning of 2018, Hoang Van Su went to China to work as a hired worker and knew a Chinese man (name and address unknown). On July 28, 2022, this Chinese man exchanged with him via Wechat and agreed that if he could bring 4 Chinese people to cross the border to Lung Dien village, Lung Ri (Phong Nam commune, Trung Khanh, Cao).
