Target group includes: Hoang Van Hung (SN 1998); Phan Van Phu (SN 1995); Hoang Van Su (born 1998) resides in Dinh Phong commune, Trung Khanh district, Cao Bang and La Van Tuan (born in 1988), resides in Phong Nam commune, Trung Khanh district, Cao Bang.
The initial investigation determined that, around the beginning of 2018, Hoang Van Su went to China to work as a hired worker and knew a Chinese man (name and address unknown). On July 28, 2022, this Chinese man exchanged with him via Wechat and agreed that if he could bring 4 Chinese people to cross the border to Lung Dien village, Lung Ri (Phong Nam commune, Trung Khanh, Cao).
