On October 3, at the Presidential Palace, General Secretary, President To Lam received the Ambassadors Extraordinary and Plenipotentiary of Palestine, Czech Republic, Denmark, Republic of Korea, Malaysia, Norway, Netherlands, Belgium, Brazil, and France on the occasion of presenting their credentials, officially commencing their terms in Vietnam.

General Secretary, President To Lam warmly welcomed the Ambassadors, emphasising their role in effectively implementing agreements and commitments between Vietnam and their respective countries, thereby accelerating bilateral relations to meet the development needs and interests of each nation. He expressed confidence that the ambassadors would excel in their duties and affirmed that Vietnam's ministries, sectors, and localities are ready to cooperate and facilitate the ambassadors in fulfilling their responsibilities.

Through the ambassadors, General Secretary, President To Lam extended greetings and thanks to the leaders of their countries for their interest in and promotion of relations with Vietnam. He urged the Ambassadors to proactively propose specific projects, develop clear action programs, and enhance coordination with Vietnam's ministries, sectors, and localities to bring practical benefits to the people, serve each country's development goals, and contribute to peace, stability, cooperation, and prosperity in the region and the world.

General Secretary, President To Lam shared Vietnam's development orientation in the new phase, emphasizing the need to maximize the strengths and potentials of Vietnam and other countries, while meeting each side's development needs as Vietnam promotes a new development model, focusing on science, technology, innovation, and digital transformation as key drivers towards achieving set development goals, including double-digit economic growth.

He noted that in the first nine months of 2026, Vietnam achieved many positive results, with an economic growth rate of nearly 10%. In foreign affairs, Vietnam remains steadfast in its independent, self-reliant, peaceful, friendly, cooperative, and developmental foreign policy, diversifying and multilateralizing international relations; actively and effectively integrating into the international community, thereby creating a favorable environment for national development and contributing to peace, stability, cooperation, and development in the region and the world.

The ambassadors expressed their admiration for Vietnam's achievements and development, appreciating Vietnam's potential and prospects, and expressed confidence that Vietnam would achieve its set development goals. They affirmed their commitment to closely coordinating with Vietnam's relevant agencies to promote increasingly deep, substantive bilateral relations, enhancing cooperation in economic, investment, science and technology, education and training, culture, and people-to-people exchanges, accompanying Vietnam in the new era of development.

Vietnam always cherishes and remembers the valuable support and assistance from the Czech Republic during difficult times; pleased to see the good development of bilateral relations in various fields, from politics, economy, culture to science and technology and people-to-people exchanges.

General Secretary, President To Lam urged both sides to closely coordinate to effectively implement high-level agreements, deepen the new framework of relations, and continue to explore potential and expand new cooperation opportunities and fields, striving to achieve a bilateral trade turnover of 5 billion USD. He emphasized that the Czech Republic is a gateway for Vietnam to enhance cooperation with Central and Eastern Europe, and Vietnam is ready to serve as a bridge for the Czech Republic to expand cooperation with ASEAN.

On this occasion, General Secretary, President To Lam thanked the Czech Government for always caring for and facilitating the Vietnamese community living, studying, and working in the Czech Republic; hoping that the two countries will continue to coordinate and support each other at multilateral forums, contributing positively to peace, stability, cooperation, and prosperity in the region and the world.

Expressing his honour to serve as Ambassador in Vietnam, a beautiful and close country to the Czech Republic, Ambassador Lukáš Kaucký emphasized the long-standing traditional friendship and close ties between the two countries; appreciating the role of the Vietnamese community in the Czech Republic, generations of Vietnamese who have studied in the Czech Republic, as well as Czechs living and working in Vietnam, considering them important bridges contributing to fostering friendship and mutual understanding between the two peoples.

Affirming that Vietnam is one of the Czech Republic's most important partners in the region, Ambassador Lukáš Kaucký emphasized that continuing to strengthen and develop the friendship and solidarity between the two countries will be a guiding principle during his term; committed to making every effort to closely coordinate with Vietnamese agencies to contribute to the strong, substantive, and effective development of the Vietnam-Czech Strategic Partnership. Based on the results of recent bilateral visits by key leaders of the two countries, General Secretary, President To Lam proposed that both sides continue to maintain and promote high-level and all-level delegation exchanges; coordinate well-organized activities to commemorate the 35th anniversary of Vietnam-Republic of Korea diplomatic relations in 2027; review and expedite the implementation of commitments, agreements, and cooperation documents; promote substantive development in defense and security cooperation; coordinate to create breakthroughs in economic cooperation, effectively implement the new pillar of cooperation in science and technology, and soon achieve the target of increasing bilateral trade turnover to 100 billion USD in 2026 and towards 150 billion USD by 2030; suggested that the Republic of Korea share experiences and support Vietnam in successfully organizing the APEC Summit in 2027; promote cooperation in culture, tourism, labor, localities, facilitating the Vietnamese community in the Republic of Korea to stabilize their lives, contributing to enhancing mutual understanding and fostering friendship between the peoples of the two countries; expand cooperation and support each other on international and regional issues of mutual concern.

* During the meeting with Malaysian Ambassador, General Secretary, President To Lam congratulated Ambassador Jamal Sharifuddin Bin Johan on his appointment as the Ambassador Extraordinary and Plenipotentiary of Malaysia to Vietnam; congratulated Malaysia on successfully assuming the role of ASEAN Chair in 2025 with many milestones and advancements in cooperation, stability, and development in the region; emphasized Malaysia's important position in Vietnam's foreign policy; affirmed that Vietnam always values cooperation with Malaysia, wishing to continually foster the comprehensive strategic partnership framework between the two countries; confident that the Ambassador will make practical contributions to promoting the comprehensive strategic partnership between Vietnam and Malaysia.

General Secretary, President To Lam highly appreciated the comprehensive development of bilateral relations in recent times, especially the strong growth in trade and investment; active implementation of defense and security cooperation; increasingly vibrant cooperation in culture, tourism, education and training, and people-to-people exchanges; both countries still have much room for development and cooperation.

Emphasising that Vietnam and Malaysia share common goals and orientations towards becoming developed, high-income countries, General Secretary, President To Lam proposed that both sides enhance delegation exchanges at all levels, especially high-level; soon agree on the Action Program for the 2026-2030 period to effectively implement the comprehensive strategic partnership; strengthen economic, defense, and security cooperation; promote the expansion of cooperation in energy, maritime, science and technology, and innovation. Additionally, both sides should continue to enhance coordination, consolidate ASEAN's solidarity and central role for peace and stability in the region and the world; coordinate and support each other at regional and international forums, especially ASEAN and the United Nations.

Ambassador Jamal Sharifuddin Bin Johan expressed his honor to take on the new assignment and was very impressed with Vietnam's development; appreciated the elevation of bilateral relations to a comprehensive strategic partnership during General Secretary To Lam's visit to Malaysia in November 2024. Emphasizing the potential for cooperation between the two countries, especially in trade, the Halal industry, and fisheries. Ambassador Jamal affirmed his determination and utmost efforts to closely coordinate with the relevant agencies of both countries to soon achieve the trade turnover target of 20 billion USD, contributing to each country's development process and further promoting the comprehensive strategic partnership between Vietnam and Malaysia to deeper, substantive levels.
