Foreign Minister Le Hoai Trung holds talks with Angolan counterpart Téte António in Hanoi

Welcoming Angola's Foreign Minister Téte António on his first official visit to Vietnam, Foreign Minister Le Hoai Trung praised and congratulated Angola on its achievements in recent times, particularly in efforts to diversify the economy, improve the living standards of its people, and successfully chair the African Union (AU) in 2025.

Informing about major aspects of the socio-economic situation after 40 years of Doi Moi and the foreign policy direction following the 14th National Congress of the Communist Party of Vietnam, Minister Le Hoai Trung affirmed that, in the current international context and new national position, Vietnam always values its friendly, traditional, and brotherly relations with Angola.

Minister Le Hoai Trung suggested that both sides further enhance political trust through high-level delegation exchanges, regularly and effectively maintain existing cooperation mechanisms, especially the Vietnam-Angola Intergovernmental Committee and Political Consultations between the two Foreign Ministries.

Regarding bilateral cooperation, Minister Le Hoai Trung proposed that the two Foreign Ministries actively coordinate to serve as a bridge with other ministries and sectors to improve the quality, efficiency, and diversification of cooperation forms in priority areas such as energy, agriculture, education, healthcare, science and technology, and minerals.

Foreign Minister Le Hoai Trung urged Angola to facilitate Vietnamese enterprises' participation in oil and gas and energy projects in Angola; hoped that both sides to actively coordinate in implementing South-South cooperation in agriculture through bilateral, trilateral, or quadrilateral forms and public-private partnerships, and continue to maintain the mechanism of expert exchanges in education and healthcare, and enhance scientific and technological development cooperation with Angola.

Foreign Minister Le Hoai Trung also requested that the Angolan Government continue to pay attention and create favourable conditions to ensure the security and safety of Vietnamese businesses and the Vietnamese community living and working in Angola, contributing practically to the development of both countries.

Angola's Foreign Minister Téte António expressed his delight at visiting Vietnam for the first time, respectfully conveyed a message of friendship from President João Manuel Gonçalves Lourenço to General Secretary and President To Lam, and thanked Prime Minister Le Minh Hung and Foreign Minister Le Hoai Trung for their warm and cordial reception.

Expressing admiration for Vietnam's socio-economic development achievements and appreciating the valuable support from the Vietnamese Government and people before Angola's independence and during the particularly difficult period due to civil war, Angola's Foreign Minister affirmed that Angola always values the relationship and hopes Vietnam will continue to accompany Angola in the upcoming development phase.

The Minister noted that Angola highly values the State visit by President Luong Cuong to Angola in August 2025, which opened a new phase of development for the bilateral relationship.

Sharing about Angola's situation, Minister Téte António stated that the Angolan Government is actively reforming economic policies to diversify the economy, create a more favorable environment to attract foreign investors, modernize agriculture, and invite Vietnamese businesses to explore investment and business opportunities with Angola.

Agreeing with Minister Le Hoai Trung's proposals, Minister Téte António affirmed that he would direct Angola's Foreign Ministry to closely coordinate with relevant agencies of both countries to effectively implement cooperation programs and projects in agriculture, support Vietnamese businesses to operate stably and long-term in Angola... to contribute to making bilateral cooperation more substantive and effective.

The two Foreign Ministers also agreed on the need to accelerate negotiations and strive to sign important legal documents to lay the foundation for stable and long-term economic cooperation, protecting the legitimate rights of businesses, particularly the Double Taxation Avoidance Agreement and the Investment Promotion and Protection Agreement in 2026.

Discussing regional and international issues of mutual concern, the two Ministers agreed on the need to promote the tradition of coordination and mutual support at international and regional forums and enhance substantive cooperation with regional organizations of which both countries are members, such as the African Union (AU), ASEAN, and cooperation in addressing non-traditional security challenges, transnational crime... for the benefit of the peoples of both countries, for peace, stability, and development in each region and the world.
