Deputy PM, FM Bui Thanh Son receives Singaporean Permanent Secretary Albert Chua in Hanoi

WVR - On the afternoon of August 26, at the Ministry of Foreign Affairs headquarters, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son received Permanent Secretary of the Singapore Ministry of Foreign Affairs Albert Chua during his visit to Vietnam and co-chairing the 17th Vietnam-Singapore Political Consultation.

Deputy Prime Minister and Minister Son highly valued the robust development of bilateral relations since the upgrade to a Comprehensive Strategic Partnership during the historic visit of General Secretary To Lam to Singapore (March 2025), especially in the economy and emerging fields such as science and technology, and clean energy connectivity. Praising the effectiveness of the Political Consultation mechanism, the Deputy Prime Minister and Minister suggested both sides continue to leverage its important role in reviewing and proposing cooperation directions between the two Ministries of Foreign Affairs, as well as discussing regional and international issues of mutual interest; and to enhance cooperation between the functional units of the two Ministries.

To capitalize on the newly established relationship framework, Deputy Prime Minister and Minister Son proposed that both sides increase delegation exchanges at all levels and channels, including the Party channel; closely coordinate to soon complete the Action Program for implementing the Comprehensive Strategic Partnership, aiming for an announcement in 2025; promote effective implementation of existing bilateral cooperation mechanisms and explore new mechanisms suitable for the level of the Comprehensive Strategic Partnership; and continue to coordinate positions and support each other in international mechanisms.

Deputy Prime Minister and Minister Son welcomed and suggested that Singapore continue to expand and upgrade the Vietnam-Singapore Industrial Park network to the second generation (VSIP 2.0), prioritizing technology transfer, low-carbon emissions, and innovation; and soon bring this successful model to the Mekong sub-region, contributing to narrowing the development gap. He also proposed that both sides continue to closely coordinate in the fields of wind power export, carbon credit exchange, port development, and combating transnational crime.

For his part, Permanent Secretary Albert Chua expressed gratitude for the attention and directives of the Deputy Prime Minister and Minister; committed to effectively implementing the outcomes achieved during high-level visits between the two countries. Affirming that Vietnam is an important partner of Singapore in the region, Permanent Secretary Albert Chua stated that Singapore will continue to support human resource training for Vietnam and ASEAN member countries, including Timor-Leste. He fully agreed with Deputy Prime Minister and Minister Son's proposal to strengthen bilateral cooperation to stabilize food security, combat crime, especially cybercrime; expand connectivity, including aviation links, and enhance people-to-people exchanges.

The Permanent Secretary also supported Vietnam and Singapore's continued close coordination to maintain ASEAN's unity and central role, agreeing to enhance consultations and exchanges at regional and international forums, as well as strengthen cooperation between units of the two Ministries of Foreign Affairs.

On this occasion, Deputy Foreign Minister Dang Hoang Giang, Head of Vietnam's ASEAN Senior Officials' Meeting (SOM), received Permanent Secretary Albert Chua, Head of Singapore's ASEAN SOM. Both sides agreed that Vietnam and Singapore share many strategic interests, perspectives, and common concerns within ASEAN. This is the foundation for the two countries to cooperate closely within ASEAN since Vietnam joined in 1995.

Both sides committed to continuing coordination to enhance the effectiveness of ASEAN mechanisms, continue building a developed and resilient ASEAN, maintain its central role in the region, and contribute more effectively to addressing regional and global issues, especially in the upcoming period when Singapore chairs ASEAN in 2027 and Vietnam hosts APEC in 2027 and subsequently chairs ASEAN in 2029.
